Although we realize this program would raise substantial revenue, many local governments would be severely impacted by such a tax. cities and counties can no longer afford to carry the burden of both the recession - induced drop in revenue from their communities and financial crises filtering down from higher levels of government. FEDERAL ACTIVITIES The President's Pro1'osed Bud&et for Fiscal Year 1993 was Relea~ed this Week. Information. Mandatory Medicare Covera,v:e for All State and Local Government Employees Included in the President's Bud&et. Action - Oppose. The President's FY 1993 budget mandates Medicare coverage for all state and local government employees. The extension of Medicare coverage to all state and local government employees would raise approximately $8 billion over the next five years. Although this issue has been defeated in past years, it will be a particularly tough fight this session because Congress will be looking for revenue raisers. Cities are urged to contact their Senators and Representatives to oppose this tax on local government. In particular cities should contact California Members on the House Ways and Means Committee: Stark, Thomas, Matsui. $14.6 Billion State Block Grant Included in President's Budv:et. Information. The President's FY 1993 budget again proposes a single, consolidated block grant totalling $14.6 billion to states. The following programs were included in the $14.6 billion state block grant: Education Chapter 2 College Assistant Migrant Program High School Equivalency Drug Free Schools & Communities Act Vocational Education Education for Homeless Youth Follow-through . , 9 January 31, 1992
