In June of 1996, the Mayor and Council approved an 18 month extension of the 9/80 work schedule for City Hall and the Economic Development Agency. An extension was again approved in November of 1997. ImDlementation of the Rotatina 9/80 Schedule It is recommended that the 9/80 schedule be continued, but that employee days off be rotated so that city Hall is open Monday through Friday each week. This schedule will allow the city to offer customer service five days per week, while at the same time retaining the benefits of extended City Hall office hours, improved air quality, and positive morale among city employees. On a rotating 9/80 schedule, some employees have the day off on a given Friday, and the others have the day off on the following Friday. Each department has prepared plans to ensure customers are served each Friday by the staff available. A summary of these plans is attached (Attachment A). Benefits of a Rotatina 9/80 Schedule City residents are clearly well served by the extended hours offered at city Hall since the 9/80 schedule was implemented. city Hall now closes at 5:30 p.m., rather than 4:30 p.m. During the month of February 1998, for example, 2,563 customers were served over the phone and an additional 1,435 people accessed city services in person during the extended hours of operation. Under the rotating 9/80 schedule, these extended hours will continue. City Hall will remain open from 7:30 a.m. - 5:30 p.m. Monday through Thursday, and 7:30 a.m. - 4:30 p.m. on Fridays. As an employer of more than 250 employees at a work site, the city is required to comply with AQMD Rule 2202" This rule requires employers to help improve air quality through an Employee Commute Reduction Program (ECRP) or an equivalent emissions-reducing program. The City currently receives credit for eliminating 275 work trips each week as a result of the 9/80 schedule. This credit will not be impacted by the rotating 9/80 schedule. Clearly, the 9/80 work schedule has a variety of benefits for city employees that in turn result in improved productivity and decreased absenteeism for the city. Employees are able to take care of personal business on their off-Fridays, thereby reducing the need to use sick leave. Studies have also shown that shifting hours to more flexible schedules increases worker productivity and employee morale. The 9/80 schedule also serves as a recruiting tool. other Issues Facilities Management estimates that there will be an increase in electrical utility costs incurred by opening City Hall each Friday. Also, the use of overtime has continued to decline since the implementation of the 9/80 schedule. Overtime costs will need to be closely monitored upon implementation of the new schedule. While City Hall will be operating on the rotating 9/80 work schedule, many city operations are not on this schedule in order to better meet the needs of our customers, such as Animal Control, Refuse, and Facilities. These other schedules will remain the same" Addi tionally, some employees will voluntarily choose to return to the traditional 5/40 schedule (as their departments may allow) . since most departments will have 50% staff on Fridays, customer service may be impacted on those days. However, staff will focus on providing counter and phone service rather than processing routine work on Fridays so that impacts will be minimized.
