That the plans for construction of traffic signals at Tippecanoe Avenue and Central Avenue/Palm Meadows Drive be approved in accordance with Plan No. 9647, and the Acting Director of Public Works be authorized to advertise for bids. CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT SUBJECT: Approval of plans and authorization to advertise for bids - installation of traffic signal at Tippecanoe A venue and Central Avenue/Palm Meadows Drive, per Plan No. 9647. BACKGROUND: Installation of traffic signals at this intersection has been planned for several years. It serves the golf course and is a southerly entrance into the former Norton Air Force Base. However, installation of these signals was held pending the undergounding of interfering overhead utilities and removal of the poles. The utility companies have completed the duct work for the underground and anticipate all poles and overhead lines will be removed by June 1998. Additionally, in July 1996, the Inland Valley Development Agency (IVDA) Board approved an allocation of 50% of the cost of this signal, to be funded by the IVDA; they gave a "rough" estimate of $50,000. Staff has verified this allocation and the IVDA is in agreement with this project. Plans have been completed and we are now ready to advertise for bids for installation of the signals. Listed below are the estimated construction costs based on the Engineer's Estimate of Construction: Construction Contract Engineering and Inspection SUBTOTAL $ 93,475 $ 3.000 $ 96,475 Contingencies (3.6%) $ 3.525 TOTAL ESTIMATED COST $100,000 FINANCIAL IMPACT: Funding for the installation of traffic signals is in the Gas Tax Construction Fund under Account No. 126-369-5504-7100, in an amount of $45,000 and in the traffic systems fee fund in an amount of $5,000 under Account No. 250-370- 5504-1942, and an allocation from IVDA of $50,000 to fund 50% of the actual costs for the installation. RECOMMENDATION: Staff recommends approval of the plan and authorization for the Acting Director of Public Works to begin advertising for bids on this project.
