POSmON JUSTIFICATIONS The following are justifications for appointments and promotions to be reviewed by the Mayor and Common Council at the April 20, 1998 Council meeting. CLASSll"11t:1I GENER.4.J. FUND 1. Di'lV"t......r I lSJ'h....,..n""..... M..Ii-) - Appointment POllCE Melissa Scherfenberg is appointed to this position to fill vacancies created through attrition in the Dispatcher Center. Dispatch is a critical function of this department. Cost savings associated with vacancies are entirely offset with backfilling these positions with full-time dispatchers, community service representatives or police officers working overtime. Often times, non-dispatcher replacements impact the level of quality service provided to the public and field personnel due to their lack of familiarity with the CAD operations. By hiring these individuals, it will help reduce the need for overtime by having an adequate contingent of personnel to staff the dispatch center. 2&3. .4.ninual !;l....It..r Att..ndllnt lRlIi1"v. NlIldll N. & ("'..otllm1lIn. Jovce) - Appointment ANIMAL CONTROL These are not new positions, nor are they promotions. The Animal Shelter Attendants staff the Animal Shelter seven days a week, 365 days each year. There are only four (4) staff members in this position to accomplish this goal. Shelter Attendants are responsible for all kennel operations, including adoptions, animal receiving, daily cleaning, feeding and animal care and euthanasia. There is heavy customer contact/service with this position. The above-mentioned candidates will fill vacancies currently being filled by provisional/temporary staff who did not successfully complete the Civil Service examinations. Salary for this position is Step I with benefits for both candidates. 5. J -d ("'.._noIllIn (Ross. n-n R.l - Promotion FACIUTIES MANAGEMENT Facilities Management has two (2) lead custodian positions, one (I) of which has been vacant since the retirement of Margarito Munoz on October 1, 1997. This position is critical to the Facilities Management operation, as this person runs the custodial operations at the Carousel Mall. The custodial section is now comprised of ten (10) full- time and fifty (50) part-time employees, all under one (I) supervisor, one (I) senior and one (I) lead custodian.
