Synopsis of Previous Council Action:
Resolution #2007-78 motion #2, March 5, 2007, amended the 2006/07 Development Impact Fee
(DIF) budget and appropriated $117,900 from Law Enforcement DIF unappropriated fund
balance to Account No. 261-481-5704 (Miscellaneous Equipment).
Council Meeting on January 8, 2007, the Mayor and City Council approved a Motion authorizing
the expenditure of Measure Z funding for the purchase of emergency equipment to outfit ten (10)
additional marked police units and four(4) existing unmarked police units.
Resolution#2006-257, July 10, 2006, ratified the submittal of the FY 2006 Homeland Security
Grant application and authorized the Police Department to administer the awarded grant funds in
accordance with the grant expenditure plan.

Resolution of the City of San Bernardino authorizing the purchase of 37 Motorola XTS 2500
portable radios, 20 Motorola XTL 2500 mobile radios and 10 Motorola VRM 850 vehicle radio
modems from Motorola, Inc.; 10 Mobile Data Computers from GTSI Corp.; and 10 light bars
from Federal Signal Corporation.
Background
On July 10, 2006 Resolution#2006-257 ratified the submittal of the FY 2006 Homeland Security
Grant application and authorized the Police Department to administer the awarded grant funds in
accordance with the grant expenditure plan.
On January 8, 2007, the Mayor and City Council approved a Motion authorizing the expenditure
of Measure Z funding for the purchase of emergency equipment to outfit ten (10) additional
marked police units and four existing unmarked police units.
On March 5, 2007 Resolution #2007-78 motion #2 amended the 2006/07 Development Impact
Fee (DIF) budget and appropriated $117,900 from Law Enforcement DIF unappropriated fund
balance to Account No. 261-481-5704 (Miscellaneous Equipment).
Motorola Radio Items
The Police Department will purchase 37 Motorola XTS 2500 portable radios at a cost of
$113,320.47 to replace the obsolete Motorola STX 821 model radios within the Police
Department's radio inventory. Funding will be derived from Homeland Security Grant monies,
account #123-794-5703. Additionally, the department will use $59,900.68 in Development
Impact Fee (DIF) funding, account #261-481-5704, to purchase 20 Motorola XTL 2500 mobile
radios. These radios will be used to equip the ten (10) additional marked police units and four
(4) existing unmarked police units added to the fleet without radios, and to provide a pool of six
(6) spares that can be utilized when radios are out of service for repairs. Currently there is not a
pool of spare radios, which causes police units to be taken out of service when radios
malfunction and are taken to County Communications for repairs.
The Motorola XTS 2500 portable radio and the Motorola XTL 2500 mobile radio are the
standard 800 MHz radios used by the Police Department. The City of San Bernardino owns a
proprietary Motorola SmartNet radio backbone. This proprietary system only supports Motorola
brand radios. Other alternative radios will not function on our radio infrastructure. It is
recommended that the City Council approve a sole source purchase for these proprietary radios
under San Bernardino Municipal Code Section 3.04.010.13.3 (Purchases approved by the Mayor
and Common Council).
Motorola VRM Items
It is requested that ten (10) Motorola VRM 850 vehicle radio modems be purchased for
$26,560.40 with DIF funding, account#261-481-5704. The modems facilitate communications
between the Mobile Data Computers (MDC) in the patrol cars and the Computer Aided Dispatch
(CAD) system. Officers are able to send and receive information regarding calls for service as
well as changing call status and running inquiries (such as Driver's License Checks and Vehicle
License Checks) on the California Law Enforcement Teletype System (CLETS). As with the
voice radios, the City's proprietary radio system only supports the Motorola VRM radio
modems.
Federal Signal Corporation Light Bars
The Police Department will need to purchase ten (10) Federal Signal Light Bar sets (costing
$31,814.50) for marked police units using$31,438.92 of DIF funding, account#261-481-5704
and $375.58 of Measure Z funding, account#001-223-5172. The Federal Signal Radian 42"
light bar is the standardized light bar currently in use by the Police Department. Other
emergency items needed for the patrol cars are the smart siren component, speakers,
headlight/taillight flashers, strobe kit, perimeter lights, light mounting kit, reading light, and
microphone adapter. Federal Signal Corporation is the only vendor that sells the emergency
lighting equipment that meets the standardization requirement of the Police Department.
Mobile Data Computer (MDC) Equipment
To provide voiceless field communications, the Police Department needs to purchase ten (10)
Panasonic CF-29 ruggedized laptops for use as Mobile Data Computers (MDC). The Panasonic
CF-29 laptop is the standard MDC currently in use by the department. The ten laptops and
associated components (which include the external display, mounting equipment, power device,
antennas, and cabling) will cost $70,448.69 and will be funded by Measure Z account#001-223-
5703.

5 SECTION 1. That Motorola Inc.is the sole source provider of 800 MHz radios supported
6 by the City's radio infrastructure.
7 SECTION 2. That the Mayor and Common Council authorize the Purchasing Manager
8 to issue a purchase order for $199,781.55 to Motorola Inc., for the purchase of 37 Motorola XTS
9 2500 portable radios, 20 Motorola XTL 2500 mobile radios, and 10 Motorola VRM 850 vehicle
10 radio modems. Quotes SBQUOTE20070110, SBQUOTE20070115, and San
11 Bernardino-vrm-3-2007. The Purchase Order shall reference the number of this resolution and shall
12 read "37 Motorola XTS 2500 portable radios, 20 Motorola XTL 2500 mobile radios, and 10

15 SECTION 3. That Federal Signal Corporation is the sole source provider of emergency

18 SECTION 4. That the Mayor and Common Council authorize the Purchasing Manager
19 to issue a purchase order for$31,814.50 to Federal Signal Corporation for the purchase of 10 Radian

21 shall reference the number of this resolution and shall read "10 Radian 42" light bars and other
