STAFF REPORT
Subject:
Request for Civic and Promotional funding for the 4th of July Parade and Celebration at
Arrowhead Credit Union Park.
Background:
The Parks, Recreation, and Community Services Department has successfully conducted 4lh of
July Celebrations since 1990. For the past several years, the Department jointly sponsored 4lh of
July events with the Inland Empire 66ers of San Bernardino, which have included an evening
baseball game, youth activities, musical entertainment and a large fIreworks display.
Unfortunately, the 66ers' game will be held out of town this year on the 4lh of July; therefore,
will be conducting its fIreworks display event on July 3rd. In an effort to continue the tradition
enjoyed by city residents, staff has been researching various 4th of July Celebration activities
which could be held at the stadium in lieu of the baseball game.
Staff explored the feasibility of a stand-alone event at the stadium with Big Red Apple
Production and Entertainment Company; however, the cost was over $70,000. Staff also
explored the feasibly of an event in downtown San Bernardino that would include a parade,
musical entertainment in Court Street Square, inflatable rides and entertainment for children,
possible food vendors, and a fIreworks show that would be staged on the top of the Carousel
Mall parking lot. Because of timing constraints and costs, at the May 18,2007 meeting of the
Ways and Means Committee, staff recommended to the Committee that the event be held
downtown and estimated the cost to be $30,000. Subsequently, the Ways and Means Committee
agreed with staffs recommendation and moved the item to council.
Since that time, a more detailed analysis has been conducted regarding Police services and
overall logistics of holding the event in the downtown area. Attached is a list of the most
pressing concerns expressed by the Police Department and Fire Departments. Chief among them
is the use of pyrotechnics and the difficulty of securing them based upon Fire Codes and
proximity which require they be on a secured site from the time they arrive throughout the entire
show which may be several hours. In earlier suggested locations such as the Carousel Mall and
Meadowbrook Park, the efforts to protect the Mall structure and provide crowd containment in
an open area such as Meadowbrook would require a labor intensive effort by the Police
Department whose resources on the 4th of July are already taxed by providing a Police presence
throughout the remaining areas of the city.

The recommended alternative is to use Arrowhead Credit Union Park for a City sponsored 4th of
July event that would include all of the entertainment that would have been provided in the
downtown area. Additionally, this would keep with the 4th of July tradition already enjoyed by
the public in previous years. Next year, the 66er's will be playing in town and the City will
partner with the Stadium for ajoint 4th of July event. The total cost to hold this year's event at
the stadium would be $38,000.
Additionally, the Mayor's Office has been working with the parade committee to organize a 4th
of July Parade for this year. The parade timin~ could coordinate with the events taking place at
the stadium. As you may recall, there was no 4' of July Parade in 2006.

The 4'h of July Celebration event would be funded out of the Ciyic and Promotional Fund. In
past years, the 66ers have contributed in kind funding in the amount of $50,000 for this event.
Since there is no baseball game this year, there is no in-kind contribution by the 66ers.

The cost to provide a 4th of July Celebration event at the stadium as described is $38,000. There
is $38,000 available in Civic and Promotional funding for the remainder ofthis fiscal year.
Recommendation:
That $38,000 in civic and promotion funding be approved to conduct the 2007 4th of July Parade
and Celebration at Arrowhead Credit Union Park.

ATTACHMENT
POLICE AND FIRE CONCERNS REGARDING CITY'S 4TH OF JULY CELEBRATION BEING
HELD AT DOWNTOWN VENUES
1. Pyrotechincs by law require "standoff" fencing and physical security for safe
zones that will increase costs and required officers/labor.
2. When pyrotechnics arrive they must be guarded and kept clear of people and
vehicles until the completion of the show. This will be a several hour commitment
of labor and equipment. At Carousel Mall that may require shutting down 4th & E
street, impacting parking and customers for the CinemaStar theater, etc. These
folks park at the structure where the pyrotechnics are to be staged and may not
be able to recover their cars once the fireworks arrive.
3. People using Street Square to view fireworks will have to be moved to the safe
zone. Moving established crowds presents crowd management problems and
displacement issues.

4. Control of vehicles and people bringing in their own firework devices, alcohol
and other objects is significantly reduced and increases public safety problems.
We can expect "tailgating" and other similar things occurring.
5. Carousel Mall and Meadowbrook will require dedicated parking control and
traffic,control before, during and atter the events resulting in closed streets,
impacts to businesses (CinemaStar) and impacts to people who may want to
leave the area but a re denied because of safety concerns.
6. Using vendors and live entertainment in "open" venues presents additional
security and law enforcement problems that do not exist otherwise.
7. Staffing for July 4th "required" law enforcement plans/operations will use most
of the available officers @ 40. The department will have significant challenges in
locating enough personnel to satisfactorily secure an open venue at Carousel
Mall or Meadowbrook Park. We estimate nearly 30 officers will be needed.
8. Carousel Mall has a very large footprint with extraordinary available parking.
To secure the Mall from the crowd and for pyrotechnics will require considerable
officers.
