STAFF REPORT
Subject:
Authorization to establish a 3- W ay Stop at the intersection of Northpark Boulevard and Sierra
Drive.
Background:
The City has received a request from officials of California State University San Bernardino to
evaluate the intersection of Northpark Boulevard and Sierra Drive. The University has been
receiving complaints from students and employees that the intersection is unsafe and requested that
additional traffic control such as a traffic signal or a 3-way stop be implemented.
The Traffic Engineering section of the Development Services Department evaluated the
intersection. A traffic signal is warranted at this intersection and is included in the CIP (TC06-1O);
funding for its installation has been identified for FY 07/08. Staff feels that installation of a 3-way
stop will improve traffic safety at the intersection. Consequently, it is recommended that a three-
way stop be installed at the intersection until the signal is installed. This action is consistent with
the Manual on Uniform Traffic Control Devices that allows the installation of multi-way stop signs
as an interim measure until the traffic signal is constructed (see attached warrants).
The attached Resolution has been updated to reflect current field conditions including stop signs that
were approved under other resolutions.
Financial Impact:
The estimated cost of $1,500 for installing the new stop signs will come from Account No. 001-
402-5111 (Street Maintenance).
Recommendation:
Adopt Resolution.

. NO. 655 ENTITLED, IN PART, "A RESOLUTION... DESIGNATING CERTAIN
STREETS, OR PORTIONS THEREOF AS THROUGH HIGHWAYS..:' AND
ESTABLISHING A THREE-WAY STOP AT THE I:\TERSECTION OF
NORTH PARK BOULEVARD AND SIERRA DRIVE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL Of THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION I: Resolution No. 655. which designates certain streets. or portions
thereof. as through highways, Section One is amended by adding Subsection (13.03)
NORTHP ARK BOULEVARD to read as follows:
"(13.03) NORTHPARK BOULEVARD
(A) From Campus Parkway to Electric Avenue.
(B) At its Intersection with Campus Park\vay (3-\\'ayStop).
(C) At its intersection with Sierra Drive (3-way stop).
(D) At its intersection with Electric Avenue (for the purpose of stopping
southbound traffic only).
