STAFF REPORT
SUBJECT
Resolution of the Mayor and Common Council of San Bernardino to authorize the execution of a
contract with and issuance of a purchase order to Best Roofing & Waterproofing Inc. dba Best
Contracting Services Inc. for the roof replacement at Fire Station 224 per RFP F-07-30.
BACKGROUND
Fire Station #224 has had chronic leaks over the dormitory area which occur each rainy season. The
10+ year-old roofing system at this site has never performed up to the expectations of the original
design. Staff recommends complete removal and replacement of the roofing system.
Request for Quotations # RFQ F-07-30 was mailed to thirteen vendors, the San Bernardino Chamber
of Commerce, advertised in the Sun newspaper, and placed on the City Website. Six bids were received
on March 14, 2007. The bids were reviewed and the results are as follows:

Best Roofing & Waterproofing was the apparent low bidder for the project. Staff contacted the references for
Best Roofing and found the company to be higWy qualified and a licensed applicator for Tremco Roofing
Systems, as specified for this roof. Staff recommends awarding the contract to Best Roofing & Waterproofing,
with a contingency of ten percent making the total project cost $80,767.00.
FINANCIAL IMPACT
Funds for this project are included in the Facilities Management budget, account # 001-321-5706
(Alterations & Renovations), and is project GB07-02 in the Capital Improvement Budget.

BE Ir RESOLVED BY THE MAYOR AND COMMON COUNCIL OF
THE CITY OF SAN BERNARDINO AS FOLLOWS:
8 SECTION 1. Best Roofing & Waterproofing Inc. dba Best Contracting
9 Services Inc. is the lowest responsive bidder for the implementation of the roof
replacement at Fire Station 224 per RFQ F-07-30. A contract is awarded accordingly to
Best Roofing & Waterproofing Inc., dba Best Contracting Services, Inc. in the amount
of $76,867, with a total project contingency amount of $3,900. Such award shall be
effective only upon said contract being fully executed by all parties. The Mayor is
hereby authorized and directed to execute said contract on behalf of the City; a copy of
the contract is attached hereto as Exhibit A and incorporated herein. The Purchasing
Manager is hereby authorized and directed to issue purchase orders that reference this
resolution to said Contractors in the total amount of $76,867.00.
SECTION 2. Any amendment or modification thereto shall not take effect or become
operative until fully signed and executed by the parties and no party shall be obligated
hereunder until the time of such full execution. No oral agreements, amendments,
23 modifications or waivers are intended or authorized and shall not be implied from any

act or course of conduct of any party. This resolution is rescinded if the parties to the
contracts fail to execute them within sixty (60) days of the passage of this resolution.
