CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Resolution authorizing the submittal of (4) four grant applications for FY 2001 Highway Safety Improvement Program (HSIP) Funding Ba~kground: The Highway Safety Improvement Program (HSIP), codified as Section 148 of Title 23, United States Code (23 U.S.C. #148) was elevated to a core program as a result of the passage of the Safe, A~ountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). The previous Hazard Elimination Safety Program (HESI 23 U .S.C. # 152) has been superceded and removed from statute. For a project to be eligible for HSIP funding, a specific safety problem must be identified for correction and the project must correct or substantially improve the condition. The maximum federal reimbursement ratio for any HSIP project will be 90% and the maximum reimbursement amount for any project will be $900,000. Loeal agen~ies are required to parti~ipate with a 10% lo~al mat~h. The estimated statewide HSIP funding for 2001 is $21 million statewide. Eligible projects include traffic signals (and modifications), traffic signs, pavement markings and delineation, traffic calming in neighborhoods and around schools, and in-pavement crosswalk lighting. Project applications of the current funding cycle of the HSIP program are due by April 13, 2001. The four (4) HSIP projects City staff propose to apply for HSIP grant funding are listed in prioritized order as follows: . I. Radar Speed Feedback Sign Installations (Citywide) .2. Base Line at California Street.: Signal Upgrade 3. Lincoln Elementary School: New Traffic Signal 4. Industrial Parkway: Two-Way Left-Turn Lane Total HSIP Project Funding Breakdown: Local Match $10,000 $11,500 $20,600 $ 4.500 $52,600 Total Cost $100,000 $115,000 $206,000 $ 45.000 $526,000 "SIP Funds $ 90,000 $151,500 $185,400 $ 40.500 $413,400 Financial Impact: The maximum federal reimbursement ratio for any HSIP Project will be 90% percent and the maximum federal reimbursement amount for any project will be $900,000. In accordance with that requirement, the City would be obligated to allocate 10% local matching funds of $52,600 if all four of the projects are awarded. It is anticipated that the local match would come from the Traffic Systems Construction Fund in the FY 2001108 budget. Recommendation: Adopt resolution. WHEREAS, the HSIP Program was elevated to a core program as a result of the passage of the Safe, Accountable, Flexible, Efficient, Transportation Equity Act: A Legacy for Users 9 (SAFETEA-LU); 10 . WHEREAS, the prevIOus Hazard Elimination Safety Program (HES) has been 11 superceded and removed from statute; and WHEREAS, The City has identified the following four projects for consideration in the FY 2007 HSlP funding cycle; which require a 10% local match: 18 3.
