SUBJECT
Resolution of the Mayor and Common Council of the City of San Bernardino to increase Annual
Purchase Order #205387 issued to Allstate Police Equipment in Pomona for ammunition, from
$24,999 to an amount not to exceed $51,000.
BACKGROUND
In August 2004, the Police Department completed a competitive bid process (RFQ F-05-021
Ammo) for duty and range qualification ammunition. Bid specifications were sent to six
ammunition vendors and ultimately three vendors submitted prices for the requested ammunition
types and caliber. An Annual Purchase Order (p.O. #205387) with options for three annual
renewals was issued to Allstate Police Equipment in Pomona, CA as they were the lowest
responsive bidder that was capable of supplying all ammunition needs.
Each fiscal year, the Police Department budgets for the amount of duty and range ammunition
needed for the entire year and requests a purchase order for the necessary amount. In FY 2006/07,
Purchase Order #207314 was issued to Allstate Police Equipment in an amount not to exceed
$24,999. The Police Department originally estimated that 114,098 rounds would be required to
meet all duty and range qualification needs. At the then known cost of $219.10 per thousand
rounds, $24,999 would have been sufficient to cover the needs.
FINDINGS
The War in Iraq and an increase in the value of copper have caused a significant increases in the cost
of ammunition. The average cost of ammunition in FY 2006 / 2007 charged by Allstate Police
Equipment has increased 58.6% from $219.60 per thousand rounds to $348.00 per thousand
rounds. The price increase has been verified by contacting multiple vendors.
A second factor impacting the total cost of ammunition needed is the addition of new police officer
positions, both at the Police Department and police agencies that contract to use the San Bernardino
Pistol Range as well as the number of newly hired police officers who shoot more frequently. If FY
2006/07, the Police Department's authorized strength was increased by 18 police officers, from 312
to 330. Thus far in FY 2006/07, the department has hired 22 new officers to fill new positions as
well as those vacated due to attrition. New officers are supplied ammunition for academy training
(2,600 rounds each) and are required to shoot more frequently (weekly as opposed to quarterly - 90
rounds x 26 weeks of training = 77,000 rounds) than veteran officers to increase proficiency. These
increases have reduced the stock of ammunition more quickly than anticipated. The Police
Department anticipates hiring 11 more officers during this fiscal year, which would require 28,600
additional rounds at $348.00 per thousand rounds for an additional cost of $9,952.

Both the California State Police University at San Bernardino (CSUSB) and San Bernardino Unified
School Police (SBUSD) contract to use our range. Both have increased the size of their
departments, resulting in an increase in ammunition needed for qualifications. A total net increase
of 8 officers from both agencies combined has resulted in an increase of 480 rounds per officer for a
total increase of 3840 rounds.

Based on the amount of ammunition on-hand and the need to provide sufficient ammunition for
qualifications and academy cadets, it is necessary to increase Purchase Order #205387 from $24,999
to $51,000.
The police department anticipates the need for ammunition and the costs will remain constant or
increase in FY 2007 /2008. The department will be preparing revised bid specifications in order to
complete a formal bid process by July 01, 2007.
FINANCIAL IMPACT
The police department currently has $26,000 available in Materials and Supplies Account # (001-
224-5111) that can be added to Purchase order # 205387 for the additional ammunition.
RECOMMENDATION
