(now known as MBS/Connecting Point) for computer and network hardware, and system software between the City of San Bernardino and Compaq Computer Support (represented by MBS/Connecting Point). The resolution provided for 2 single year renewal options contingent upon funding being approved in the City's budget. The option years have concluded and this contract went to bid. Background: On June 24th 1999, the Council approved a Fiscal Year 99/00 agreement with Sento, Inc. (a certified Compaq reseller that has changed its name to CATG Inc. and now is MBS/Connecting Point) to provide maintenance for the City's computer and network hardware as well as system software. This is a critical agreement due to 24 hours per day, 7 days per week service coverage necessary for Public Safety dispatching systems. The existing contract provided for 2 additional years, the last year being 01/02 fiscal year. A bid process has occurred for the 02/03 fiscal. The RFQ was sent to 13 vendors, (list attached), and the Chamber of Commerce. Of the 13 vendors, 7 were located in the Inland Empire (6 in San Bernardino). The RFQ was also posted on the City's Internet site. The only response was from NP A Computers Inc. of New York, a company authorized as a Compaq services reseller. None of the local vendors that received a bid package elected to return a bid. NP A bid after viewing the RFQ on the internet. There are not a large number of companies capable of servicing the long list of equipment and system software that the City utilizes. The previous maintenance vendor was located in Utah, and used Compaq local support personnel to meet the requirements for support of our vast array of servers, network equipment, and system level software. NP A of New York proposes to also provide service through Compaq local support personnel. Compaq purchased Digital Equipment Corp. (DEe) a few years ago. The original DEC support personnel servicing the City have remained the same over the last 10 years, regardless of the company holding the actual contract. This will continue to the case through NP A, and is advantageous to the City due to the expertise of the services group, and their existing knowledge of the City's major servers and network environment. Financial Impact: The annual maintenance costs for the Fiscal Year 2002/2003 are $140,445.00. This is an increase of $9,069.00 over the 2001/2002 fiscal year. The increase is largely due to the fact that the majority of covered equipment is reaching the end of its supported life. As hardware nears the end of its supported life, it is more difficult to maintain inventories of spare parts and the equipment in the field is more prone to failure. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION I: That NPA Computers Inc. IS the selected source for maintenance of the City's computer and network hardware and operating system software. Pursuant to this determination, the Purchasing Manager is hereby authorized to issue an Annual Purchase Order and Service Agreement (a copy of which is attached hereto as Exhibit "A" and incorporated in full herein) to NPA Computers Inc. in an amount not to exceed $140,445.00 for Fiscal Year 2002/2003 for maintenance of the City's computer and network hardware and operating system software. This agreement, at the City's discretion, can be extended with two single year renewal options. , SECTION 2: The authorization to execute the above referenced agree- ment order is rescinded if it is not executed within ninety (90) days of the passage of this resolution. As mentioned previously, the Account Representative, along with the Field Service Manager, monitors the progress of the call. The majority of partS are presently stored in our Holbrook warehouse and our field engineers carry common replacement partS with them at all times. We would be more than happy to have you visit our main facility and warehouse. NPA uses several means of communication for constant monitoring of the technicians and tracking the progress of service calls. NPA uses a tracking system that has proven itself to be state-of-the- art. Once a call is opened in the system and given a call number, it is not closed until the problem is completely resolved. If a retW'D visit is necessary, that call remains open for that technician. Calls are tracked, repeat calls are monitored, and equipment is tracked by model number and serial number. While the technician is on-site, he will inform the customer as to the status of the repair. If he needs to order a part or return for any reason, the customer will be notified bef~ the technician leaves the site. The Account Representative will keep the customer informed of the statuS of incomitlg parts, replacements, etc. An account analysis and status repon is run monthly by your account manager to improve the quality of service. "- NPA performs PM's on a scheduled basis for our customers, such as several school districts during the summer break, as well as regular businesses on a monthly basis. We encourage PM's as a way to keep a cost-effective maintenance routine for our customers, preventing breakdown of equipment, and minimizing the number of service calls placed. In addition to the telephone and pagers, cell phones have proven to be a v&juable tool in enhancing communication, not only between the technicians and the dispatch office, but betwe~n individual technicians as well. The technicians are in constant communication with each other and converse amongst themselves constantly during the course of the day. This provides a constant source of technical support when difficult problems arise. If a technician is having difficulty with a particular problem, he can call a senior technician to meet him at the customer site to assist him or assist him over the phone.
