In April 2002, the Personnel Committee discussed and continued this item. On May 13, 2002, the Personnel Committee recommended this item for approval. Recommended Motion: 1. BACKGROUND Prior to the implementation of the classification and compensation study, the Police Department had eight (8) Police Records Clerks assigned to the community field offices. The initial recommendations from the consultant included one that would reclassify these eight- (8) incumbent Police Records Clerks to a new classification of Police Services Assistant. The recommendation was based on the finding that the primary duties and responsibilities of these positions was to provide clerical and administrative support to the Police management and officers in the stations outside the main Police Department. These positions perform a wide range of duties including answering and directing phone calls, payroll preparation, patrol scheduling, taking low priority crime reports, some CLETS/CAD operations and other administrative tasks, which combine the clerical work of a Police Records Clerk and the report taking skills of a Community Services Officer I. The new recommended title of Police Services Assistant reflected the unique nature of these duties. The recommendations also included a salary at approximately three percent (3%) above the Community Services Officer I. A copy of the initial recommendations from the study is attached. The initial recommendations were made available to the departments and employees for review and comment. As a result of this process, it became apparent that while the Police Department did not contest the recommendation to create the new classification of Police Services Assistant, the Department did express a concern with the recommended salary. This concern was based on the fact that historically, the Police Records Clerk position had been paid less than the Community Services Officer I, and in fact, most Community Services Officer I's promoted up from the Police Records Clerk position. The Police Department felt that reclassifying these eight Police Records Clerks to the new classification of Police Services Assistant and paying them more than the Community Services Officer I's would adversely affect morale. There were numerous discussions and meetings with the Police management, the union and the affected employees to attempt to develop a viable option for these individuals. Based on input from all interested parties, it was agreed that the most viable alternative was not to create the classification of Police Services Assistant, but rather to reclassify the eight affected Police Records Clerks to Community Services Officer I's. It was felt that this option would acknowledge that these employees had duties above the Police Records Clerks but would not place them above the Community Services Officer I classification. This option was adopted and implemented in October 200 I. Shortly after it was implemented, this action resulted in some concerns within the Police Department. The primary issue is that many of the individuals who were assigned to work in the outlying offices prior to the implementation of the classification and compensation study have no desire to perform the field work of a Community Services Officer I, nor have they been trained to perform such duties. But because they share the same title, they may all be required to rotate into CSO field duties. Additionally, some of the more senior Community Services Officers in the field operation have expressed dissatisfaction with not being able to "bid" on the office positions currently occupied by these 8 individuals. In an effort to solve this problem and minimize the disruption within the organization, the Police Department has requested that the (8) individuals assigned to the outlying offices be reclassified from Community Services Officer I to Police Services Assistant as was originally recommended, but without additional pay. These individuals would maintain their current salary, but the duties and responsibilities would be differentiated, thus eliminating some of the issues within the department. The union has agreed with and supports this recommendation. In summary, the original recommendation from the consultant acknowledges that the duties of the Police Records Clerks assigned to the outlying areas justified a reclassification. That recommendation was part of the first draft of the study. The affected employees agreed to changes from the study's original recommendation at the urging of the Police Department as a means of defusing a potential conflict and neither those employees, nor department management anticipated that these new Community Service Officer's would be subjected to possible field assignments. Given the unique situation, this action is appropriate. FINANCIAL IMPACT There is no cost associated with this reclassification. RECOMMENDATION 1. Discussion - This position is responsible for the Police payroll including reconciling the labor distribution report, preparing various reports, preparing cost projects and conducting various statistical analysis. Ms. Macdonald and the existing Account Clerk III in the department are also in the process of cross-training in order to back each other up, which will ultimately improve efficiencies in the department. The duties that Ms. Macdonald currently performs are considered appropriately classified at the Account Clerk III level. Police Records Clerk I Recommendation - Retitle classification to Police Records Technician Discussion - This classification is the journey level of the series. It is our understanding that the City had an entry level Junior Police Records Clerk at one time, but the class is not used and the City's current practice is to hire at th~ journey level. As such, it is recommended that the numbering designation be eliminated. Police Records Clerk II (N. Clark. E. Otterbein. K. Miller) Recommendation - Reclassify positions to Police Records Supervisor Discussion -These positions serve as shift supervisors, with direct supervisory responsibility for all police records clerical positions on their assigned shift. Ward) Recommendation - Reclassify positions to Police Services Assistant Discussion - The primarily duties and responsibilities of these positions are to provide clerical and administrative support to police management and officers in the stations outside the main police department. These positions are assigned to the Patrol Division and perform a wide range of duties including answering and directing phone calls, payroll preparation, patrol scheduling, taking low priority crime reports. some CLETS/CAD operations. and other administrative tasks. While some of these employees requested that they be re-classified as Community Services Representatives, we do not consider the duties and responsibilities are comparable; however. since they also do not serve as Records Clerks or Clerk-Typists, we recommend a new classification of Police Services Assistant for these positions. Community Services Representative I Community Services Representative II Recommendation - Retitle classification to Community Services Officer I and Community Services Officer II Discussion - Based on input received from the Job Analysis Questionnaires and interview process, the Community Services Representative I is responsible for front desk duties that involve receiving and directing incoming telephone calls, answering general questions, responding to citizen complaints, taking information for crime reports, processing department-related applications and forms, and serving as administrative support to sworn staff. Some CSR I positions have field responsibilities such as responding to minor traffic accidents or taking routine crime reports. Specifications are not intended to reflect all duties performed within the job. SUMMARY DESCRIPTION Under general supervision. provides support and information services to an assigned Police Department station and general public; receives emergency and routine telephone calls; responds to citizen requests and provides information as required; prepares payroll and a variety of reports; and performs related work as required. ORGANIZATIONAL RELATIONSIDPS The class of Police Services Assistant is a journey level clerical and administrative classification. Supervision is received from police management and supervisory classes within the assigned station. REPRESENTATIVE DUTIES The following duties are typical for positions in this classification. Any single position may not perform all of these duties and/or may perform similar related duties not listed here: I. Provides courteous and expeditious customer service to the general public and City department staffs. 2. Serves as first response to the public at the police sub-station desk; receives telephone calls; determines the nature of inquiries and relays or transfers the telephone calls to the appropriate office or individual; maintains pleasant and effective public relations; gives directions and information to the general public. 3. Takes a variety of misdemeanor and felony crime reports including petty and grand theft, missing persons, repossessions, lostlstolen license plates, found property, vandalism, vehicle and residential burglaries, restraining order/domestic disputes, threats to life, traffic collision property damage reports and assists the public in writing their own collision reports. 4. Performs payroll and personnel activities including preparing and maintaining sick, disability and vacation leave accruals. 5. Operates a computer to enter, modifY, update and retrieve data regarding stolen and recovered property, drivers licenses, vehicle registration information and warrants. 6. Creates, types, proofreads and word processes a variety of documents and forms including general correspondence, reports and memoranda from rough draft or verbal instruction; disseminates information as appropriate. 7. Creates, types, records and files a wide variety of police records, reports and materials including crime and traffic reports and violations, fingerprint cards missing persons reports and abandoned vehicle reports; assembles and creates a variety of police files, flyers and forms. 8. Schedules and sets up meetings and training sessions for police personnel; !compiles a variety of information for weekly, monthly and quarterly reports. 9. Participates in in-service training conferences and programs; maintains emergency call-out lists and notifies personnel as required. 10. GENERAL OUALIFlCATIONS Knowledl!e of: Operations, services and activities of a police department administrative office; Modem office procedures, methods and equipment including computers; Methods and techniques of receiving, creating and processing police reports; Operational characteristics of law enforcement computerized and telecommunications equipment and programs; Principles and practices of record keeping and filing; Basic procedures, methods and techniques of payroll preparation; Principles of business letter writing and basic report preparation; Methods and techniques of dealing with the public; English usage, spelling, grammar and punctuation.
