Subject:
Adopt Resolution authorizing the submittal of five project applications for the third funding cycle of
the Safe Routes to School (SR2S) Program.
Background:
Established in 1999, the Safe Routes to School (SR2S) program came into effect from the passage
and signing of Assembly Bill 1475. In 2001, Senate Bill 10 (SB 10) was enacted which extended the
program for three additional years with a sunset of January 1,2005.
Section 2333.5 of the Streets and Highways Code calls for Caltrans, in consultation with the
California Highway Patrol, to "make grants available to local governmental agencies under the
program, based upon the results of a statewide competition that requires submission of proposals for
funding and rates those proposals on several cost/benefit criteria". The SR2S program is a
construction program intended to improve and enhance the safety of school-aged pedestrians and
bicycle facilities and related infrastructure. It is anticipated that District 8 agencies, which includes
Riverside and San Bernardino Counties, may receive a total of $2,000,000 to fund SR2S Projects this
funding cycle.
The City has nominated five projects for the third cycle of the SR2S Program. These project
locations have been considered for safety improvement upgrades and were initiated by city school
officials, city council, citizens, and SBPD (San Bernardino Police Department) representatives.
Although staff distributed a request for projects to all schools within the City through the school
Principals, in addition to other City Departments (Mayor's Office, Council Office, City
Administrator's Office, San Bernardino Police Department, etc.) only two new projects were
submitted this year in response, in addition to two carryover projects submitted last year and one
project initiated by staff. Project #1 consists of the installation on of sidewalks with pedestrian
access ramps on streets adjacent to Arrowhead Elementary School, Burbank Elementary
School, North Verdemont Elementary School, and Roosevelt Elementary School. The candidate
SR2S projects, which require a 10% local match, are listed as follows:

Financial Impact:
The maximum federal reimbursement ratio for any SR2S project will be 90 percent and the maximum
federal reimbursement amount for any project will be $500,000. In accordance with that requirement,

the City would be obligated to allocate local matching funds of $72,000 if all of the projects are
awarded, although this is extremely unlikely. It is anticipated that the local match obligation would
come from the FY 2002/03 budget Capital Improvement Program, the Traffic Systems Construction
Fund budget (Account No. 250-370-5504-xxxx).

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAl'\' BERNARDINO AUTHORIZING THE SUBMITTAL OF FIVE PROJECT
APPLICATIONS FOR THE THIRD FUNDING CYCLE OF THE SAFE ROUTES TO
SCHOOL (SR2S) PROGRAM.
WHEREAS, On October 2,2001, Governor Davis signed Senate Bill 10 (SB IO/SOTO),
extending the Safe Routes to School program for three more years to January 1,2005. The SR2S
Program is a construction program that is intended to improve and enhance the safety of school
pedestrians and bicycle facilities and related infrastructure. It is anticipated that District 8
agencies, which includes Riverside and San Bernardino Counties, may receive approximately
$2,000,000 to fund their (3'd cycle) SR2S Projects this fiscal year.
WHEREAS, The City has nominated five projects for the current funding cycle of the
SR2S Program. The projects, which require a 10% local match, are listed as follows:
