BACKGROUND The Development Services Department has among its many classifications, the positions of Building Inspector and Construction Inspector. The Building Inspector classification is assigned to the Planning Division and conducts inspections of new construction to insure compliance with City codes. The Construction Inspectors are assigned to the Engineering Division and conduct inspections of Public Works projects. During the Classification and Compensation Study, these positions were reviewed and upon the recommendation of the Department and concurrence of the consultant, it was recommended that changes be made to these classifications that resulted in a creation of tiered classifications. The changes that were implemented as a result of the study have now created some difficulties for the employees and the Department. The Building Inspector series, which before the study consisted of a I and II, with the "f' being journey level and the "II" level responsible for specialized inspections, i.e. mobile home and electrical, added a new level ill. The new series designated the "I" as an entry-level position, the "II" as journey level and the "ill" as specialized. Each level requires possession of a Building Inspector Certificate. In addition, the study recommended that the Construction Inspector position, which before the study consisted of a sole classification, be divided into a I and II series. The I is considered entry level and the II level is defined as an advanced level responsibility requiring two years of experience. These recommendations were reviewed and approved by the department in February 2001, and put into place when the study was implemented in October of 2001. At the time the recommendations were developed, three of the incumbents within the Building Division of the Development Services Department had tenure with the City of approximately 10 months and their work assignments reflected their level of experience. Therefore, these employees were classified as Building Inspector I's. Since the recommendations were developed these employees have gained additional experience and obtained the required certificate necessary for a level II. They are also being assigned work that is comparable to that assigned to the Building Inspector II's. The Construction Inspector I's have a similar issue. The study recommended that five of the six incumbent Construction Inspectors be placed in the Construction Inspector I classification based on the employees level of experience at the time the recommendations were prepared and the level of work assigned. However, based on the current experience levels of three of these employees, they now meet the qualifications for the Construction Inspector II classification. The department has also indicated that these three Construction Inspectors I's have been performing the same duties as the Construction Inspector II thereby making it difficult to justify the pay differential between a Construction Inspector I and II. The remaining two Construction Inspector I's, who were recently hired, are being assigned less demand task. In an effort to solve this problem, staff is making two recommendations at this time: 1) That all that the incumbent Construction Inspector I's and those Building Inspectors I's that meet the experience requirements and possess the necessary certificates in the Development Services Department be reclassified to II's. 2) Changes to the job descriptions be made so that this will allow all Building and Construction Inspectors hired as I's remain in the classification until they meet the required time in the position, possess the necessary certificates and are performing at a satisfactory level. Upon the recommendation of the Department, and approval of the City Administrator, the availability of funds, the employee will be upgraded to a II. An exception can only be made for a new hire who has previous municipal govemment experience in the same field and possesses the necessary qualifications, and upon approval of the Chief Examiner, can be placed in the "II" classification. Assignment to the III level does not require any changes to the current process because it is based on specialized work assignments that can be effectively managed by the department. FINANCIAL IMPACT 1. Reclassify three (3) Building Inspector I, Range 1389, $3,090-$3,755/month to Building Inspector II, Range 1408, $3,397-$4,129/month. This cost will be absorbed through the Departmental salary savings. " It is estimated that the cost for FY 02-03 for both classifications with the salary changes will be an increase from the FY 01-02 budgeted salary by approximately $12,500.
