Backl:round: Bids for rehabilitation of the pavement on 40th Street from east of Sierra Way to Waterman Avenue were received on January 22,2002, and a contract in the amount of $127,718.75 was awarded to the lowest bidder, Silvia Construction, Inc., on February 19, 2002. The budgeted limits of this rehabilitation project on 40th Street was originally established as Electric Avenue to Waterman Avenue; however, due to increases in paving material prices prior to receiving bids, there did not appear to be sufficient funds in the budget to complete the entire reach. Therefore, the decision was made to downsize the project to include only the reach from east of Sierra Way to Waterman Avenue. Excellent bids were received which were significantly below the Engineer's Estimate and it became apparent that sufficient funding would be available to complete the project as originally planned from Electric Avenue to Waterman Avenue. The reach of 40th Street from Electric A venue to east of Sierra Way is in need of rehabilitation and economy of scale can be realized by allowing Silvia Construction, Inc. to complete the work under the current contract rather than rebidding it as a separate project. The original project consisted of 11,100 square yards of pavement rehabilitation and this change order adds an additional 8,000 square yards ofrehabilitation for a total rehabilitated area of 19,100 square yards. The original unit cost for this work based on 11,100 square yards is $11. 52 per square yard. The additional 8,000 square yards authorized by this change order is being obtained at a unit cost of $9.66 per square yard indicating a significant savings based on the scale of the total project. We do not believe that rebidding the project will produce better prices. The extension of the limits of the project will result in an increase of $77,319.00 in the contract amount. Details of the changes are shown in the attached Contract Change Order No. One, Items 1 through 4. In addition, staff is recommending some additional milling and re-profiling be accomplished in the intersection of 40th and Sierra Way to improve the ride somewhat, while still maintaining the current drainage characteristics of the intersection. Without the underground drainage improvements that will ultimately be needed here, dramatic surface improvements cannot be made to the intersection, but the recommended improvements will be of some benefit. The estimated cost of these interim improvements, as indicated in the attached Change Order No. CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report - continued One, Item 5, is $20,000.00, which is included in Change Order No. One, making the total change order amount $97,319.00. Other more comprehensive alternatives were discussed with the Contractor incorporating a total reconstruction of the intersection with and without box culvert crossings, but those solutions were estimated by the Contractor to cost over $90,000 and are, therefore, not being recommended at this time. The changes to the work contemplated by this Change Order exceed 25 % of the original contract amount. Under the provisions of Section 3-2.1 "Changes Initiated by the Agency" of the Standard Specifications, where changes to the Contract exceed 25% and both the Contractor and Agency agree, the change can be accomplished by Change Order. The Contractor has agreed to perform this additional work immediately upon approval of the attached Change Order. Financial Impact: Sufficient funds are available in Account No. 's 135-368-5504-7212 ($157,164) and 129-367- 5504-7212 ($25,940) (40'h Street pavement rehabilitation from Electric Avenue to Waterman Avenue). Page 2 00 GRAND TOTAL TIDS CHANGE ORDER I $97,319.00 I JUSTIFICATION: Items 1 through 4: The original scope of this project was the rehabilitation of 40th Street from Electric A venue to Waterman Avenue, however, the project was scaled down due to an anticipated budget shortfall. Due to receipt of favorable bids, Staff is recommending that pavement rehabilitation of the reach of 40th Street from Electric A venue to east of Sierra Way be added back into the project. The City can gain an economy of scale by including this work in the current project rather than rebidding the work as a separate project. Item 5: Complaints have been received that the ride on 40th Street through the intersection at Sierra Way is excessively rough. Staff reviewed the intersection design and found that Sierra Way was designed with deep north-south gutters in order to carry heavy run-off from mountains and adjacent developed property. We are proposing some modifications to improve the riding quality of the street without impairing the capacity of Sierra Way to carry storm flows. The proposed changes include: 1. Full width grind 0.40' on Sierra Way in the. middle of the intersection and re-pave with 0.12' AC pavement. This work will lower the center of the intersection by approximately 0.30'. A sewer manhole will also have to be adjusted to grade, the traffic signal loops north and south of the intersection re-cut, and the intersection re-striped. Transitions will be provided north and south of the intersection so as to maintain a smooth ride on Sierra Way through the intersection. We feel this work will improve the ride quality for standard vehicles that have not had their clearance modified from factory specifications. In the future, when a storm drain is constructed at this location, the cross gutters can be substantially reduced in depth and the road re-profiled for a smooth ride. Under the provisions of Section 3-2.1 "Changes Initiated by the Agency" of the Standard Specifications, where the modifications to the Contract exceed 25 % and both the Contractor and Agency agree, the change can be accomplished by Change Order. The signatures of the Contractor and the Agency hereon signify such agreement.
