BackJ:round: The Engineering Division received a request from a citizen, via the Council Office, to evaluate this section of Meridian A venue. The requestor is concerned over the recent increase in traffic volumes within this section of Meridian A venue and is particularly concerned over the speeds that motorists travel. He feels that this poses a hazard to residents particularly the children of this area. He requested that this area be posted with a 25 m.p.h. speed limit. Traffic Engineering Staff evaluated the resident's concerns. The following are the results of the evaluation: Meridian Avenue is classified as a Collector in the City's General Plan. Garcia Elementary School is located just south of Randall Avenue within the limits of the City of Colton. There is approximately one-half mile in length between Randall Avenue and Mill Street. The width of the street varies from forty (40) to forty-six (46) feet in those areas where there is curb and gutter on both sides. However, the west side, just north of Randall Avenue is unimproved making the southbound lane approximately eleven (II) feet wide. 6,800 vehicles were counted on a 24-hour period just south of Mill Street. There have been three recorded accidents within this area from January I, 1999 through June 30, 2001 (2 112 years). This does not include the accident history at Meridian Avenue's intersections with Randall A venue and Mill Street. Two cited speed as the primary collision factor. A speed survey was conducted at approximately the midpoint between Randall Avenue and Mill Street. The following are the results of the survey. Location of Survey Critical Speed Pace Speed Average Speed At Jefferson Street 46 m.p.h. 36-45 m.p.h. 41.3 m.p.h. The critical speed surveyed suggests that a 45 m.p.h. speed limit is appropriate for this area. However, staff feels that due to the residential nature of the road a 45 m.p.h. speed limit would be excessive. On the other hand, posting a 25 m.p.h. speed zone would place one hundred (100) percent of the motorists surveyed in violation of the requested speed limit. As a result, the Police Department will not be able to enforce the speed zone. Consequently, staff recommends the establishment of a forty (40) m.p.h. on Meridian Avenue between Randall A venue and Mill Street. The Traffic Safety Committee evaluated this issue at their February 6, 2002 meeting. The foregoing data was collected according to the methodology for Engineering and Traffic Surveys prescribed in Section 8-03.3 (B) (2) (c) of the Traffic Manual of the Department of Transportation of the State of California. Measurements were made by means of a radar device under conditions designed to determine the actual speed of unimpeded traffic. Such conditions included, without limitation, the absence of concentrated law enforcement or other activity just prior to or while taking the speed measurements that might alter the speed of traffic; the selection of location(s) is/are representative of the entire speed zone; the absence of inclement or unusual weather conditions; and the inconspicuous placement of the surveyor and his/her equipment to enable traffic to be accurately surveyed in both directions.
