SUBJECT
Resolution of the Mayor and Common Council of the City of San Bernardino supporting the
County of San Bernardino Fire Department, as lead agency, to submit a regional application
for a household hazardous waste grant for the collection of cathode ray tubes (CRTs).
BACKGROUND
The State of California's Waste Board and Department of Toxic Substances Control have
determined that discarded CRTs, as found in television sets and computer monitors, are a
waste stream that must be diverted to recycling facilities to keep recoverable resources and
hazardous materials out of our landfills.
On Saturday, February 2, 2002, the City of San Bernardino Public Services Department
hosted a regional collection event for stockpiled household electronics, including CRTs. The
event was sponsored by other cities in the County and advertised to incorporated and
unincorporated residents at no charge for limited household quantities. This event collected
approximately 700 CRTs and over two tons of other electronics from 17 communities,
including 235 CRTs from 161 City of San Bernardino households. The approximate cost for
the City of San Bernardino residents only at this one event was approximately $6,000 to
collect, package, transport, and process the products collected into scrap. Based on a survey
taken at this event, those same households indicated that they have another 422 CRTs
remaining at home - an average of 2.5 CRTs for every household in the City of San
Bernardino.
The California Integrated Waste Management Board (CIWMB) has opened a competitive
grant application for the creation of a new or expansion of an existing Household Hazardous
Waste (HHW) Collection Program, with preference to regional designs. The application
proposes utilizing the existing County HHW facility as contracted by the City to collect CRTs
from residents, providing a convenient and permanent alternative to storing these materials
indefinitely or illegal dumping. Since this grant proposes establishing a Regional program to
be operated by the County, with benefit to the City, the County has requested the City pass a
resolution supporting this program.
FINANCIAL IMPACT
There is no cost to the City. The County, as Lead Agency, will administer this grant and bear
the expenses.

5 WHEREAS the State of California has banned cathode ray tubes (CRTs) from
li solid waste landfills as hazardous waste and determined a need for local opportunities

for the proper disposition and recycling of CRTs and other waste electronic products;
8
9 and,
10 WHEREAS the City of San Bernardino currently contracts with the County of
11 San Bernardino to manage the City of San Bernardino household hazardous waste
12 disposal and reuse program; and,
13 WHEREAS the County of San Bernardino Fire Department has a manned
• 14 permanent facility that may be expanded to accept waste household electronic
15
products, including CRTs, for proper disposition and recycling; and,
16
17 WHEREAS the people of the State of California have enacted Assembly Bill
18 1220 (Eastin 1993) that provides funds to local governments to establish and
19 implement waste diversion and separation programs to prevent disposal of hazardous
20 waste, including household hazardous waste, in solid waste landfills; and,
21 WHEREAS the CIWMB has been delegated the responsibility for the
22
administration of the program within the state, setting up necessary procedures
23
governing application by cities and counties under the program; and,
24
25 WHEREAS the County of San Bernardino Fire Department will enter into an
26 agreement with the State of California for development of the projects.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
5 SAN BERNARDINO AS FOLLOWS:
6 SECTION 1. The City of San Bernardino supports the County of San
7
Bernardino Fire Department, as Lead Agency, to submit a regional application for a
8
Household Hazardous Waste (HHW) grant for the collection of electronic wastes under
9
10 the California Integrated Waste Management Act to the CIWMB.
