Background: The California Oil Recycling Enhancement Act mandates the California Integrated Waste Management Board to provide annual Block Grants to local governments for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used motor oil and filters. The utilization of Used Oil Recycling Block and Opportunity grant funding in previous years has enabled the City to implement a curbside collection program for residents; provide residents with used oil and filter collection containers; maintain certified used oil collection centers throughout the City; as well as providing public and school education programs. The 2002/2003 Used Oil Recycling Block Grant Application, if approved, will provide $86,514.00 to enhance and maintain the City's current Used Oil Program. Projects within this application include the continuation of the used oil and filter curbside collection program, distribution of used oil and filter collection containers for residents, and public and school education programs. Specific Public Education projects include $19,000 allocated for the Stadium Advertising Package and two "Used Oil Nights'; $16,000 for the 2003 National Orange Show Sponsorship Package; and $8,500 for printing of the 2003 Used Oil Awareness Calendar. School Education Program consists of the Used Oil Poster Contest and presentations. Additional events include Rt. 66 Rendezvous and the Environmental EXPO held at Cal State, San Bernardino. Over $11,000 of the grant funds wilt be allocated for personnel. The grant term is from July 1, 2002 through June 30, 2005. The City has been involved in the Used Oil Program since 1995 and this is the sixth request for funding the program. Financial Impact: The amount requested in funding is $86,514.00. Funding will be used for the implementation and maintenance of the Used Oil Recycling Program. There are no matching funds required by the City. Recommendation: Staff recommends adoption of the attached resolution authoring the submission of this Grant Application. Resolution N C • 1 2 RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING SUBMITTAL OF 2002/2003 USED OIL RECYCLING BLOCK GRANT APPLICATION 3 FOR GRANT FUNDS FROM THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD. 4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY 5 OF SAN BERNARDINO AS FOLLOWS: 6 WHEREAS, the people of the State of California Oil Recycling Enhancement 7 Act provides funds to cities and counties for establishing and maintaining local used oil 8 collection programs that encourage recycling or appropriate disposal of used motor oil 9 10 and filters; and 11 WHEREAS, the California Integrated Waste Management board has been 12 delegated the responsibility for the administration of the program within the State, 13 setting up necessary procedures governing the applications of cities and counties • 14 under the program; and 15 WHEREAS, the applicant will enter into an agreement with the State of 16 17 California for the implementation and maintenance of a Used Oil Recycling Program 18 that offers used oil and filter recycling opportunities for residents and encourages the 19 proper disposal of used motor oil and filters; 20 NOW, THEREFORE, BE IT RESOLVED that the Mayor and Common Council 21 of the City of San Bernardino authorizes the submittal of an application to the 22 California Integrated Waste Management Board for the 2002/2003 Used Oil Recycling 23 Block Grant (attached hereto as Exhibit "A"). The Mayor of the City of San Bernardino, 24 25 or her designee, is hereby authorized to execute in the name of the City of San 26 Bernardino all necessary contracts, payment requests, agreements, and amendments • 27 hereto for the purposes of securing grant funds and to implement and carry out the 28 purposes specified in the grant application.
