Background: The Parks and Recreation Department utilizes two loaders for park maintenance. However, vehicle #754, a 1985 John Deere Loader has been out of service since September 2001 due to a blown transmission and differential and a broken differential housing, and is too costly to repair. Regularly scheduled park maintenance has been severely impaired with just one loader in service. Vehicle #755 was scheduled for replacement this fiscal year, however with #754 disabled, it must be replaced this year instead and placed in surplus The City has received a quotation from Eberhart Equipment of Santa Ana, California for the purchase of one (1) Fermec Tractor Loader provided as a piggyback to a purchase order issued by the City of Costa Mesa dated October 16, 2001; Section 3.04.010 Paragraph B.2 of the Municipal Code allows an exemption for purchases through any advantageous governmental contract approved by the Council. The City of Costa Mesa received three (3) bid proposals, resulting in Eberhard Equipment as the lowest and best bid, Clairemont Equipment Co. of San Diego as the second lowest and Glenn B. Doming, Inc. of Ontario submitted the highest bid. Eberhard Equipment has provided a letter extending the pricing of $42,600 plus tax for a total amount of $45,901.50. (see Exhibit 1 and 2) Financial Impact: Funds for this purchase are available in the Fleet Division FY01/02 budget, Account No. 635-341-5701 Motor Vehicles with a balance of approximately $482,100.
