Background: The City of San Bernazdino in coordination with the proposed Caltrans I-215 freeway widening project, and the San Bernardino Valley Municipal Water District (SBVMWD) is proposing a rather unique cost effective water reclamation/ water diversion project that qualifies under the State Water Resources Control Board's (SWRCB) Nonpoint Source Pollution Control Program. The Vision Creek Project proposes to divert I-215 Freeway stone water and landscaping irrigation run off along the east side of the freeway between Olive Street and Base Line Street. The run off will flow through a series of drainage clarifiers located within the freeway right-of- way, into existing lateral drainage pipes, terminating into the project's proposed drainage channel (urban stream). The urban stream concept will simulate actual creek bed flow on a constant basis, fed by a water source that is provided from the project's planned retention pond in the vicinity of Base Line Street at "G" Street. The stream is initially designed to flow adjacent to the freeway along the West Side of "H" Street, between Base Line Street and Olive Street where it will terminate into an existing "H" Street stone drain channel. The urban stream will provide both year round water drainage capability for 5 yeaz flood as well as 100 yeaz flood within the 100' right of way that is proposed for the stream bed. The stream bed right-of--way shall also function as a landscaped pedestriarilbicycle walkway that will compiement the proposed Downtown Revitalization Project and is planned to ultimately intersect the Santa Ana River Trail located a few miles southerly of this location. The project will also provide acost-effective alternative to the freeway widening project's required underground drainage complex. The upstream retention basin included in this project would also significantly reduce the City's cost to ultimately repair the Mormon Drain through the downtown as well as the cost to relocate this facility through the northerly lake as shown in the current Downtown Revitalization Project. The Downtown Revitalization Project was conceived to alleviate the City's high groundwater table in the area and possible subsequent liquefaction activity during earthquake moments. The Lakes and Streams Project (Phase I) will be situated between Base Line Street and 9th Street and I-215 Freeway and "E" Street. The project proposes to develop a series of retention ponds with connecting streams to circulate and store groundwater that has been drawn to lower the previously mentioned high groundwater table. The project is located in the Santa Ana Watershed District and is specifically located within the San Bernardino Basin area. This basin is one of the largest groundwater basins in southern California with an estimated 5.5 million acre-feet of water. The basin area is a primary water supply for over 800,000 residents who reside and work in more than ten municipalities. -2- CITY OF SAN BERNARDINO -REQUEST FOR COUNCIL ACTION Staff Report -continued The success and impact of the project will be measured through water quality source testing of neazby wells, and the project's impact on the groundwater fluctuation levels at the retention basin pump station to be located adjacent to the proposed location of the stream at Base Line Street and "G" Street. The pedestrian walkway and open space buffer between properties and the I-215 freeway corridor is also enhancing the aesthetics of this azea. In addition, local residents will see their community being transformed in a positive manner toward a healthier reduced pollution environment and open space. The deadline for application submittal was Februazy 1, 2002 and staff learned of the opportunity on January 28, 2002. Given that only a two page preliminary application was required, staff was able to prepaze and submit an application in the time allowed, but of course did not have adequate time to receive Council approval in advance. Financial Impact: The grant guidelines require a local match of not less than 20% of the total project cost. In accordance with that requirement, the City would be obligated to allocate local matching funds of $500,000 if the grant is awazded. It is anticipated that this match would come from the Storm Drain Fund, although staff would also approach the other impacted agencies such as Caltrans and San Bernardino Valley Municipal Water District to solicit their participation in local matching fund. The basin has been degraded over time with man's interaction and developmental activities which have contributed extensive contaminates in the groundwater, causing local/ regional water agencies to spend millions of dollars for clean up of the underground water supply. Contaminants in the basin include TCE, PCE, DBPC, and Perchlorate. Additionally, there are several LUST sites within the basin area where remediation activities are underway to prevent the migration of hydrocarbons, MTBE, and the breakdown products from further contaminating the drinking water supplies. One area of additional contaminant contribution to the groundwater, which this project intends to address, can be storm water runoff being percolated to groundwater, rather than discharges to surface water systems without treatment. Runoff from roads and freeways contain significant amounts of hydrocarbons and related contaminants that, if allowed to migrate to groundwater, will require • additional well-head treatment to insure that the groundwater will comply with all potable water quality standards. 2) The goals and objectives of the Vision Creek Project are consistent with the application criteria set forth in Prop 13 Article 2. Nonpoint Source Pollution Control Program• 7911 la: Best management • practices, c) Management measures; 79114 (a) 2. A broad-based nonpoint source project... (b) The projects funded from the subaccount shall demonstrate a capability of sustaining water quality benefits for a period of twenty years. Categories of nonpoint source pollution addressed by projects may include: urban runoff. hydromodification are project oualifiers. Projects to address nonpoint source pollution include: engineered features to minimize impacts of nonpoint source pollution i a project Qualifier. 3) The Vision Creek Project is compatible with the SWRCB Guidelines set forth for in Section 6 of the ARD for: Management Measures for Urban Areas: 3.3 Runoff from Existing Development A) Existing development; and F) Road, Highway and Bridge Runoff Systems. The Vision Creek Project is also compatible with and similar to the Inventory of Nonpoint Source Implementation Projects and Priorities (Santa Ana Region) that are fisted in Section 4 of the ARD (page 23).
