Backeround: The Engineering Division received a request from the Council Office to install speed limit signs on Palm Avenue between Kendall Drive and Belmont Avenue. Currently, there is no adopted speed limit within this area, as a result, per the vehicle code, the speed limit signs would have to be posted at 65 m.p.h. Staff feels that this speed limit is too high for this road which primarily serves a residential area of the City. Therefore, staff initiated a traffic engineering survey to legally establish a lower speed limit. The following aze the results of the study: Palm Avenue is classified as a Secondary Arterial in the City's General Plan. With the exception of a church, the adjacent properties are entirely residential. Palm Avenue is 64 feet wide within this area, it has two lanes in each direction divided by a double yellow centerline. 8,700 vehicles were counted on a 24-hour period just north of Kendall Drive. There have been three recorded accidents within this azea from January 1, 1998 through June 30, 2001 (3 '/z years). Two speed surveys were conducted within this section of Palm Avenue. The results of the surveys are as Follows: Location of Survey Critical Speed Pace Speed Between Irvington Av. and Belmont Av. 52 m.p.h. 43-52 m.p.h. 200 feet south of Washington Av. 47 m.p.h. 38-47 m.p.h. Average 49.5 m.p.h. In view of the above data, staff recommends that the speed. limit on Palm Avenue between Kendall Drive and Belmont Avenue be posted at 45 m.p.h. This speed limit would be consistent with the critical speed of 49.5 m.p.h. Speed limits should normally be posted near the critical speed. The Traffic Safety Committee evaluated this issue at their November 14, 2001 meeting. The Committee concurred with the findings of staff and therefore recommended that a 45 m.p.h. speed limit be established on Palm Avenue between Kendall Drive and Belmont Avenue. Financial Impact: ', The estimated cost of $ 1,000.00 for installing the new speed limit signs will come from Account No. 001-187-5111 (Signing and Striping Materials) Recommendation: That said Ordinance be laid over for final adoption. The foregoing data were collected according to the methodology for Engineering and Traffic Surveys prescribed in Section 8-03.3(B)(2)(c) of the Traffic Manual of the Department of Transportation of the State of California. Measurements were made by means of a radar device under conditions designed to determine the actual speed of unimpeded traffic. Such conditions included, without limitation, the absence of concentrated law enforcement or other activity just prior to or while taking the speed measurements that might alter the speed of traffic; the selection of location(s) is/are representative of the entire speed zone; the absence of inclement or unusual weather conditions; and the inconspicuous placement of the surveyor and his/her equipment to enable traffic to be accurately surveyed in both directions.
