STAFF REPORT Council Meeting Date: February 19. 2002 TO: FROM: DATE: AGENDA: Mayor and Common Council Council Office February 13,2002 S1: Resolution of the Mayor and Common Council ofthe City of San Bernardino directing the City Clerk to continue the commencement of each Mayor and Common Council meeting for the months of May, June and July, 2002, to 1:30 p.m. on the day of said meeting, with the Community Development Commission meeting to follow thereafter. This resolution is submitted for the purpose of trying for a three month trial period a change in the commencement times of our Council and Commission meetings. It is proposed in this manner for a couple of different reasons. First, it potentially allows more citizen involvement since the delayed commencement time would permit more people to attend the meeting after their employment for the day has been completed or, if required to be there for a particular item, result in less time having to be taken off from work. Second, to the extent that City staff is oftentimes required to be in attendance or is called upon to answer Council inquiries, commencing the meetings in the afternoons rather than starting at night should lessen the issue of overtime pay. While some personnel in the City are not affected by that issue, others are and, should those other employees not be available to assist the department head in responding to Council inquiries, the questions potentially go unanswered. If those other employees are available, then the issue of overtime pay is presented. At the end of the three month trial period, the Mayor and Common Council can decide what action it wishes to take for future meetings. As indicated, this resolution would not affect the budget workshops for the City or the Economic Development Agency which, in the past, have been held on other days and have commenced at a time later than 3:00 p.m. It is requested that the Mayor and Common Council adopt the resolution presented in Agenda Item #S 1. ... . . reii?' ~\\IJ 0~j J , '" RESOLUTION NO. 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DIRECTING THE CITY CLERK TO CONTINUE THE COMMENCEMENT OF 3 EACH MAYOR AND COMMON COUNCIL MEETING FOR THE MONTHS OF MAY, JUNE AND JUL Y, 2002, TO 1 :30 P.M. ON THE DAY OF SAID MEETING, WITH THE COMMUNITY 4 DEVELOPMENT COMMISSION MEETING TO FOLLOW THEREAFTER. 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 6 7 8 9 10 II 12 SECTION 1. The City Clerk or her designee shall appear in the Council Chambers at 8:00 a.m. on the first and third Mondays in the months of May, June and July, 2002, and shall continue each Mayor and Common Council meeting to I :30 p.m. that same day with the following schedule: I. Closed sessions for both the City of San Bernardino and the Community Development Commission shall commence at I :30 p.m. Open session for the City of San Bernardino shall commence at 3 :00 p.m. 2. , ~. Open session for the Community Development Commission shall commence after the City agenda items have been considered, to the extent possible. There shall be a recess from 5:00 p.m. to 7:00 p.m., at which time the open session shall resume and continue until all items on the agenda for both the City and the Commission have been considered. 13 4. 14 15 16 SECTION 2. Workshops scheduled for the first andlor third Mondays in May, June and July, 2002, shall be held either during 12 noon to 1:30 p.m. or during 5:00 p.m. to 7:00 p.m. SECTION 3. This Resolution does not affect the scheduling of budget workshops which 17 18 19 20 21 22 shall be held by the City of San Bernardino and the Community Development Commission prior to the adoption of the budgets for the City of San Bernardino and the Economic Development Agency.
