BACKGROUND CFC for San Bernardino County was created in December 1998 in order to benefit from the California Children and Families First Act. The Act was established when Proposition 10 was passed in 1998 to facilitate the creation and implementation of a comprehensive, integrated system of information and service to enhance optimal childhood development for California children from prenatal to five years of age. CFC for San Bernardino County is accepting grant applications that provide opportunities for agencies, organizations and entities to: 1. Develop or expand their service for young children and their families; 2. Improve the quality, accessibility and integration of services; 3. Build capacity and leadership; and/or 4. Facilitate effective collaborative relationships. The Fire Department is proposing to develop and implement a comprehensive juvenile fire setter intervention program. The goal is to reduce the number of juvenile fire related incidence, by assisting the children and families with early education and appropriate intervention. Whether the result of a curious child playing with matches or the malicious act of a troubled child, juvenile firesetting is a serious and growing problem in the City. Due to the seriousness and danger of fires set by juveniles, the Fire Department is collaborating with the San Bernardino City Police Department, San Bernardino City School District, San Bernardino County Behavioral Health Department, San Bernardino County Juvenile Probation Department, and San Bernardino County Social Services Department. The Fire Department would like to submit a grant application (Attachment "A") to CFC for San Bernardino County to implement a juvenile firesetter prevention and intervention program. FINANCIAL IMPACT The Fire Department will be requesting to be funded for a period of one year with an option to extend for one additional year. Funding for FY 200212003 will be for a total amount of $115,592.00 and FY 2003/2004 will be for a total amount of $46,775.00. The grant requires no matching funds from the City. CFC for San Bernardino County will reimburse the City through a standard invoicing process subsequent to expenditures generated by the program. RECOMMENDATION Adopt resolution. e e e 1 RESOLUTION NO. On December 15, 2001 at 12:57 a.m. in the City of San Bernardino two children ages 2 and 4 years old were left at home with their 13 year-old sister, when a fire engulfed the children's bedroom. The 2 and 4 year-old children died in the fire. No operable smoke detector was located within the residence. San Bernardino City Fire/Arson Investigators determined that the fire was most likely caused by children playing with smoking materials / butane lighter. Information revealed by affected parties indicated that the same children had a history of fire setting. In addition, neighbors indicated that the children lacked appropriate supervision. Smoking materials were found throughout the household. Unfortunately, child fire setting is a primary cause of fires in the City of San Bernardino. According to the Federal Emergency Management Agency (FEMA) and the United States Fire Administration (USFA) most children experience interest in fire between the ages of three to five. According to the Page 1 of 36 . e . Master Copy USF A, the leading cause of child fire deaths under the age of five is fires set by children also under the age of five. Additionally, 81 % of juveniles, who set fires, will continue to do so without proper intervention. According to the National Safe Kids Campaign, children 5 and under are more than twice as likely to die in a fire as the rest of the population. The San Bernardino City Fire Department (SBCFD), in conjunction with the San Bernardino City Police Department, San Bernardino City School District- Pre-schools and Child Development Programs, San Bernardino County Behavioral Health Department, San Bernardino County Juvenile Probation Department and Social Services, proposes to develop and implement a comprehensive Juvenile Fire Setter Intervention Program (JFIP) within the City of San Bernardino. The primary goal of the SBCFD-JFIP is to establish and improve communication, coordination, and collaboration with the aforementioned agencies, in order to reduce the number of fire play incidents and fire safety risk factors that affect all juveniles, pre-natal to five years old. The JFIP has seven components: 1. Program Management: For essential collaborative operation of the JFIP. 2. Screening and Evaluation: To appropriately identify children five and under and their families who have, or may be at risk for experiencing fire incidence. 3. Intervention: To provide appropriate education/training for five and under children and collaborative agency participants, to increase awareness and understanding. 4. Referral Service: To link the program with other participating agencIes, in order to provide appropriate services to the children and their parents/families. 5. Public Outreach: Provide programs to raise community awareness of the dangers and consequences of juvenile fire activity and the mission of the Children and Families Commission (CFC) for San Bernardino County. 6. Monitoring: Develop and implement an appropriate database for the identification and continued evaluation of juveniles pre-natal to five and their families. 7. Law Enforcement: Which will focus on the appropriate legal disposition of any fire activity or risk factors, that may affect targeted juveniles. The first year of the JFIP will focus on the development and implementation. The second year will focus on JFIP improvement and long-term maintenance. Child fire setting behavior is not prejudicial and can effect any household in any community. Studies have shown that the majority of normal children are interested in fire and nearly have engaged in fire play (Eileen Garry-Juvenile Fire Setting: Juvenile Offender Magazine). Children pre-natal to five and their families are considered at a higher risk of experiencing fire incidents if they or members of their families within their lives and households. are affected by or exposed to the following: 1. Learning disorders / impairments 2. Behavioral disorders 3. Neglect issues -Lack of supervision etc. 4. Sexual Abuse 5. Medical or mental issues with the child or family members 6. Death of or dying family members 7. Exposure to alcohol or substance abuse 8. Exposure to mental or physical abuse 9. Criminal behavior of others within the household e Social workers across the nation have indicated that younger children exposed to sexual abuse will frequently have a history of fire setting behavior. Maureen Whelan with the San Bernardino County Social Services Department indicated that there is a high correlation between child fire setting and sexual acting out. Mental Health Institute (Journal of Personality Assessment, August 1996) reported that the pathology associated with juvenile fire setting; is not merely a behavioral disorder. but often indicative of feelings of distress. alienation, depression and thought disorder. This inner turmoil may aggravate the fire setting itself. Thus. a comprehensive treatment approach may be necessary. The City of San Bernardino has a population of approximately 190,000 residents. The JFIP goal is to provide early intervention and treatment of children, pre-natal to five and their families who are at increased risk of fire incidence. The JFIP intends to provide education intervention services through the identification of approximately 1000-2000 children pre-natal to five and their families. annually. The following populations will be a primary focus for early intervention. as these groups may represent the larger proportion of immediate need within the community: e . Children prenatal to five and families. . Child Development Pre-Schools and programs. . At risk groups. as determined by the SBCFD-JFIP, collaborative agencies. Page 4 of 36 Master Copy e Agency/Organization Name San Bernardino City Fire Department According to the Child Development Program Director/Principal, at the San Bernardino Unified School District, approximately 1,800 children (pre-natal to five years old) attend their Pre-schools and Childhood Development Programs. A large majority of these children's parents are teenagers who still attend high school. In 200 I, the SBCFD performed approximately 50 juvenile fire setter consultations. Approximately 20% or 40% of those juveniles were 5 years old and under. Unfortunately, because of a past and present lack of education awareness and paradigms of parents, educators and caregivers, fire play incidents and statistics involving pre-natal to five year-old juveniles have not been appropriately documented or reported. Several reasons for the lack of appropriate statistics may include: . Child, parents or family fears of potential consequences of the child's fire play. . Fear of criminal and civil liability . Fear of embarrassment. . Denial that a problem exists or attribute such behavior as "just a curious phase". . Lack of awareness of education and intervention services. e b. Collaborati ve agencies and participants of the JFIP will work together to develop and maintain an appropriate statistical database of child fire setting, in order to improve service to children pre-natal to five and their families. Such efforts will close the gap of unreported and undocumented fire behavior of children five and under. Additional funds are currently not available to develop a comprehensive JFIP that can be maintained once established. c. Severe ramifications for not progressively addressing the fire play and behavior of children pre-natal to five through community efforts include: . Dangerous and deadly rife activity continues. . Risk factors increase without intervention. . Children and juveniles set larger and more dangerous fifes. . Behavior escalates and transcends into other criminal and dangerous behavior. . It is documented that many serial murderers (i.g. serial killer, Jeffery Dahmer) have a history of adolescent fire setting. As a Fire Investigator for nearly 8 years, I have personally experienced many cases where the lack of early education and e intervention services for children and juvenile rife setting behavior had a detrimental impact: Page 5 of 36 e e e Master Copy Agency/Organization Name San Bernardino City Fire Department . Two identified, self-admitted adolescent fire setters have progressed to become serial arsonists. The subjects, who are now adults, served jail and prison time for arson. Subject (I) was also involved with drugs and gangs. Subject (2) had a history of adolescent sexual abuse. . An adolescent continued with his fire behavior and activity, which escalated from playing with matches and lighters to burning buildings. The child was diagnosed with ADHD, living conditions were very poor and his mother was dying of cancer. . Another adolescent burned furniture within their residences, his fire setting behavior transcended to escalated threats of blowing up his school and physical threats of killing his mother with a knife. Program Description a. Seven components of SBCFD- JFIP: I. Program Management: . Develop, implement and maintain a program of valued service for children pre-natal to five and their families within the City of San Bernardino. . To coordinate essential personnel, interagency and collaborative efforts . To inspire teamwork that will increase community awareness 2. Identification: . Develop an appropriate and systematic process to identify and evaluate children (five and under) who have exhibited fire setting behavior I tendencies. . Develop an appropriate systematic process to identify and evaluate families and their households of children pre-natal to five, who may be considered at risk for fue incidence. . Develop appropriate forms for use, documentation and database entry. . Develop an appropriate database, which will improve service through the availability of statistical information. 3. Intervention: . Provide appropriate weekly, monthly and annual education and intervention training to children pre-natal to five and their families. . Provide appropriate and specialized education to JFIP collaborative participants. . Promote the objectives of the SBCFD-Collaborative JFIP to the community. . Develop and distribute a JFIP parent guide. 4. Referral: . Develop a systematic process to link the )FIP participating collaborative; in order to provide appropriate services to children pre-natal to five. Develop a Referral Resource Book, which will provide children pre-natal to five and their families with a list of services and contacts to assist their needs. e 5. Public Outreach Programs: . Promote, improve and maintain the annual SBCFD Fire Prevention Week Open House. This event attracts. several hundreds of children pre-natal to five and their families. The event will incorporate a structured fire safety class/element developed by the JFIP and will include issuance of fire related items. 6. Monitoring: . Develop an appropriate database, which will improve present and future service through the availability of statistical information. 7. Juvenile Law Enforcement: . Identify juvenile offenders who are on probation for fire offenses that are found to be true and who reside with children pre-natal to five and their families. . Appropriately address legal issues regarding the disposition of any fire activity or risk factors, that may affect children pre-natal to five years and their families. . Collaborate with the San Bernardino City Police Department's (SBCPD) IMPACT Team, which is grant funded and works directly with the San Bernardino County Juvenile Probation Department (SBJPD). . Collaborate with the SBCPD, SBJPD, San Bernardino District Attorney's (SBDA) Office, Juvenile Courts and all other collaborative agencies, to create alternative disciplinary and intervention programs, that may affect children pre-natal to five and their families. This may include mandatory JFIP intervention as set forth by the courts, as term of probation for children pre-natal to five and or family members, which may result in a positive effect upon targeted children. Various forms of the JFIP components, goals and objectives have been utilized for past and present programs within the SBCFD and have been very successful. The SBCFD coordinates and conducts public education presentations upon request. Requests often come from schools and result in positive feedback from teachers and students. The annual Fire Prevention Week Open House at the SBCFD generally entertains 1500 to 2000 guests of various backgrounds. Collaborative efforts and networking are the key ingredients for success. The SBCFD has demonstrated its ability and inspiration to develop progressive, innovative and inspirational relationships, and collaboration with several government agencies and private entities. Such collaborative efforts have directly benefited the community through e improved service and education. For example, in July 2000 the SBCFD Arson Unit obtained an Arson Canine Scholarship and vehicle through State Farm Insurance and the National Insurance Crime Bureau. The total worth of assistance was approximately $60,000. In return, the SBCFD agreed to provide Arson Canine service to the 5 other Page 7 of 36 Master Copy e Agency/Organization Name San Bernardino City Fire Deoartment fire departments within the county, including the County of San Bernardino Fire Department. Additionally, the five fire departments agreed to assist with the maintenance costs of the program. The SBCFD has a minimum five-year commitment to this program, which resulted in a very successful partnership. b. A start up phase will consist of: . Meetings with all collaborative participants to coordinate efforts and logistics for the development of the JFIP; within the first 3 months of program development. . Specialized training for collaborative participants, within the first 3 months of the program's development. . Forms, equipment and resource information available, within the first 3 months of the program's development. e c. The targeted population to be served will be . Families with children prenatal to five years old who are on public aid or considered to be low income. Potential contacts are among 1000 to 4000. . Child Development Pre-Schools and programs. Potential contacts are among 1000 to 2000. . At risk groups as determined by Social Services, Mental and Behavioral Health, San Bernardino Schools and Juvenile Probation. Potential contacts are among 100 to 500. . Children pre-natal to five years old and their families. Potential contacts are among 100 to 200. "Units of Services" and items of assistance to be provided to all targeted populations: . Provide appropriate fire safety education and intervention to assist all target groups. The education will incorporate visual education through the use of purchased equipment, "Sparky the Fire Dog". "Freddy the Fire Engine". "talking smoke detector", a short video. coloring exercises and resource information. . All children pre-natal to five and their families will be given a smoke detector and other related fire safety information. to reduce the risk of a damaging fire. injury or death to children pre-natal to five. their families and others within a household. d. The JFIP intends to provide periodic afternoon weekend classes. dependant upon need. e. Requests often come from schools and result in positive feedback from teachers and students. The annual Fire Prevention Week Open House at the SBCFD generally entertains 1500 to 2000 guests of various backgrounds. f. The JFIP would greatly improve and augment our current system with increased parent attendance and participation by providing a structured training and education at schools and the annual Fire Prevention Week Open House. e g. Locations will include pre-schools, SBCFD Fire Station I and established collaborative agency sites. Page 8 of 36 e h. e e Master Copy Agency/Organization Name San Bernardino City Fire Department All children pre-natal to five and their families that are identified will be given a smoke detector along with batteries and other related fire safety related information, including children's fire safety coloring books, fire helmets and junior fuefighter badges. 1. Collaborative efforts and networking are the key and inspirational ingredients for any successful and comprehensive program, particularly child development programs such as this. The SBCFD -JFIP will rely on this strength. . San Bernardino City Police Department: The SBCPD "IMPACT" Team provides critical follow-up and home visit services to juveniles on probation. IMPACT team members consist of a Probation Officer and SBCPD Officer, which team up to reduce juvenile criminal recidivism. Appropriate referrals can be made if potential fire risk or behavior indicators present themselves in households of children and families. The SBCFD has successively worked with the SBCPD and "IMPACT" Team. This agency supports the JFIP. . San Bernardino City School District- Pre-schools and Child Development Programs can identify children in immediate need for scheduled JFIP education and training classes, while providing valuable input on appropriate education. The SBCFD provides periodic fire safety education to all upper grade levels. This agency has expressed their support for the proposed JFIP. . San Bernardino County Behavioral and Mental Health Department's Can provide essential professional psychological/psychiatric and mental health. They will also have a significant impact on the appropriate development of the JFIP database. This agency has expressed their support for the proposed SBCFD- JFIP. . San Bernardino County Juvenile Probation Department Can provide valuable information related to juvenile on probation, which may have an influence on fire safety and risk factors within the household of children pre-natal to five and their families. This agency has expressed their support of the JFIP. . San Bernardino County Juvenile District Attorney Can provide mandatory fire safety classes as terms of probation of juveniles on probation for fire offenses. The SBCFD has successfully worked with this agency on criminal cases and non-criminal. This agency has expressed their support of the proposed SBCFD- JFIP. . San Bernardino County Social Services Can provide training and services related to children affected by detrimental living conditions. This agency" has provided child neglect reporting training to all SBCFD personnel. This agency has expressed their support of the proposed SBCFD- JFIP. J. The development and implementation of an appropriate fire safety education and intervention component that will effect approximately 1000 to 2000 children and their families, annually. Reduced fire incidence, fire play and behavior of children pre-natal to five and their families. Reduced total fire incidence in households of children pre-natal to five years old. Provide 1000-2000 smoke detectors to children, their families and households. b. Considering all aspects of the program the San Bernardino City Fire Department program budget took into account all the necessary expenses that the first year of the program would potentially incur. Development and implementation of this program is to help prevent juvenile fire setter and integrate existing programs. We incorporated the fire prevention awareness and smoke detector program to assist in uniting the juvenile fire setter program, which will benefit the citizens in the City of San Bernardino. The budget was developed using the maintenance and operations expenses of existing programs that required funding to reach targeted group of children (0-5 year old) and their families that require additional fire safety awareness, education, and specialized services. Justification: 1. Personnel Expense: Additional funding is needed to cover overtime cost for personnel to conduct training on a monthly basis and for follow up reports to meet program deadlines. 2. CPA: The City of San Bernardino Finance Department will provide this service at the end of the fiscal year. The auditor will conduct its investigation of all existing grants that the City is participating in. 3. Mobile Data Computer (MDC): The MDCs will be installed in the arson unit vehicle in order to have easy access of previous history on file and current information when conducting field investigation of suspected arson and juvenile fire setters. b. Currently, there are three contributors (San Bernardino City Professional Firefighters, State Farm Insurance, and Con fire ) for various areas of the program. . San Bernardino City Professional Firefighters made a one time only monetary donation to purchase smoke detectors. . State Farm Insurance donated valuable equipment (vehicle, computers, and printers) and services (business cards and training scholarship) valued at $50,000 to assist in operating the Fire Arson Unit. . Confire agency partially funds our K-9 program that was implemented in 1999. They help sustain the cost for our K-9 unit to investigate arson scenes and to. provide public education demonstrations in the City and County jurisdiction. These agencies donation is greatly appreciated and their contribution indicates that they are committed in making children fire safety conscious and stopping the spread of fire setting. By ANGELICA MARTINEZ A San Bemardino house in which two young boys died in a fire Saturday was passed by inspectors during an interior safety check six months ago, a county Housing Authority official said Wednesday. The home was equipped with smoke detectors at the time of the July 31 inspection, said John McGrath, Housing Authority executive director. The rent for the house in the 2700 block of West Spruce Street is subsidized by the government and the house is inspected annually for compliance with safety regulations, he said. The bodies of Donnie Ashley, 4, and his brother, Aaron, 2, were found in a small bathroom near their mother's bedroom after the fire was extinguished about 1 a.m. Saturday. The children were being watched by an adult who fell asleep while they played in a bedroom. San Bernardino fire Cap!. John Payan said no smoke alarms were found in the house. He said firefighters do not know if alarms were removed after the house was inspected in July. "It's up to the tenant to let the owners (or Housing Authority officials) know if there is a problem with the smoke alarms,' Payan said. A preliminary investigation indicates the children may have been playillg with the kind of long lighter typically used with fireplaces, Payan said. An account to assist the family with funeral expenses has been established in the names of the boys at Washington Mutual Bank. Donations will be accepted at any branch. Cigarette Lighters May Have Sparked Fire Killing Three Children (KFWB) 2.05.02, 3:05p - City fire arson investigators believe children playing with cigarette lighters caused a structure fire that resulted in their deaths. The fire began in the first-floor bedroom area of a Victorian-style house in the Westlake area of Los Angeles. The bodies of a 4-year-old girl and two boys, ages 3 and 5, were found in the bedroom after firefighters extinguished the blaze. Investigators found two lighters at the base of the bed. according to officials. The crew of the CBS series "The Guardian," which was filming two blocks away, rushed to help. The crew and neighbors tried to fight the blaze. but were unsuccessful because they only had buckets of water and garden hoses. Witnesses said they could here the youngsters' cries. The fire was too intense for a rescue attempt by the time fire crews arrived. Two adults, believed to be the children's parents, survived the fire. Another adult, reportedly the grandmother, was hospitalized for smoke inhalation. There were no smoke detectors in the house, which was remodeled into three apartments. The layout of the house also made a rescue difficult. The children's bedroom was at the front of house, but the only entry was through the rear of the structure.
