Resolution authorizing submission of California Beverage Container Recycling and
Litter Reduction Grant Application Form to the Department of Conservation Division of
Recycling
BACKGROUND:
The California Beverage Container Recycling and Litter Reduction Act provides
competitive grant funding to all eligible candidates such as Local Governments and not
for profit organizations for specified beverage container recycling and litter reduction
activities that encourage communities to recycle beverage containers.
The Beverage Container Recycling Grant Application, if approved, will provide
$20,497.03 for the implementation and promotion of beverage container recycling
program. Specific projects within this grant application include the promotion and
implementation of a beverage container-recycling program at the National Orange
Show, located at 689 South E Street.
The matching funds/in-kind services are not required. City staff time for implementation
of the program is part of regular duties and will not increase the department budget.
Incentive items were purchased during a previous DOC grant period. Janitorial service
is being provided by the NOS.
The grant term is from April 1 , 2002 through April 1, 2003.
FINANCIAL IMPACT:
The amount requested in funding is $20,497.03. Funding will be used to purchase
recycling bins and for the development and distribution of public education materials at
the National Orange Show. There are no matching funds required by the City of San
Bernardino.

BERNARDINO AUTHORIZING SUBMISSION OF CALIFORNIA BEVERAGE CONTAINER
RECYCLING AND LITTER REDUCTION GRANT APPLICATION FORM TO THE
DEPARTMENT OF CONSERVATION, DIVISION OF RECYCLING.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1. That the people of the State of California have enacted the California
Beverage Container Recycling and Litter Reduction Act that provides funds to cities and
counties for beverage container recycling and litter cleanup activities;
SECTION 2. That the California Department of Conservation's Division of Recycling
has been delegated the responsibility for the administration of the program within the State,
setting up necessary procedures for cities and counties or their designees under the program;
SECTION 3. That per Section 14581 (a)(4)(E) of the California Beverage Container
Recycling and Litter Reduction Act, the eligible participant must submit the Grant Application
Form by the due date and time in order to be considered to receive funds from the Department
of Conservation Division of Recycling;
SECTION 4. That the Mayor and Common Council of the City of San Bernardino
authorizes the submittal of the Grant Application Form to the California Department of
Conservation's Division of Recycling (attached hereto as Exhibit "A"). The Mayor of the City of
San Bernardino, or her designee, is hereby authorized to execute in the name of the City of
San Bernardino all necessary forms hereto for the purposes of securing payments and to
implement and carry out the purposes specified in the Section 14581 (a)(4)(A) of the California
Beverage Container Recycling and Litter Reduction Act and provide information regarding this
program to the Division upon request.
SECTION 5. The authorization to execute the above is rescinded if the California
Beverage Container Recycling and Litter Reduction Grant Application Form is not submitted
within sixty (60) days of the passage of this resolution.

Project Strategy
Qualifications
The City of San Bernardino Public Services Department operates a residential commingled
curbside collection program and a commercial commingled collection program. Additionally,
the City has established a successful recycling program at California State University, San
Bernardino installing 14,000 bins throughout the campus to collect recyclables. The City's
education and promotion for recycling programs includes community outreaches, public service
announcements, special public events, and newsletters.
In an effort to meet the state mandate of 50% diversion, the City of San Bernardino Public
Services Department partnered with San Bernardino Stadium to incorporate beverage container
recycling for patrons. The Stadium utilized 20 bins for beverage container collection and will be
doubling that amount with the 2002 season. Department of Conservation Block Grant funds for
FY 1999/2000 were utilized to pilot the Stadium recycling program and to target a low
participation residential area with increased education about beverage container recycling. The
City is currently utilizing FY 2000/2001 Department of Conservation Block Grant Funds to
establish a permanent recycling program at the San Bernardino Stadium and to pilot a multi-unit
recycling program.
The City of San Bernardino has been successful in partnering with various organizations and
businesses to establish recycling programs and is continually looking for additional opportunities
to increase diversion and partner with new companies and agencies to implement recycling
programs. Changing the infrastructure of the National Orange Show by implementing a
beverage container recycling program for attendees would move the City closer to the 50%
diversion goal.
Need
The City of San Bernardino proposes to implement a beverage container recycling collection
program at the National Orange Show in San Bernardino. This is an under served public facility
that does not have an established beverage container recycling program that diverts recyclable
containers from their waste. They do have an established organic composting program and a
cardboard recycling program. These two examples demonstrate their commitment to integrated
recycling. The National Orange Show staff is eager to enhance their recycling efforts by
implementing a beverage container recycling program.
The National Orange Show hosts hundreds of events each year, which includes; concerts, trade-
shows, festivals, year-round attractions and a Sports Center. The annual average number of
people that attend events held at the fairgrounds is 1.5 million. The National Orange Show Fair
is a five-day event held in May, this event alone has over 150,000 people in attendance. The fair
has taken place every year since 1911, with the exception of four years during World War II, and
has grown significantly over the years maximizing its 52-acre space.

In order to kick off the beverage container-recycling program, a pilot project is proposed. This
would be implemented during the 87th Annual National Orange Show Fair, which runs from May
23-27, 2002. The concessions department reported selling 96,000 bottles of water during the
200 I year. Throughout the fairgrounds there are also a dozen soda vending machines that are
filled only during events and generate 10,000 soda cans and water bottles a year. In order to
maximize the usage of the beverage container recycling bins, a total of 120 bins would be
necessary during the five-day National Orange Show Fair. This is the same amount of trash
receptacles the fair has in place. The beverage container recycling bins would be placed in
heavy foot traffic areas, near concession stands, at the entrances to the fair grounds and
buildings. Bin placement would be reconfigured for other events during the year.
The beverage collection containers that would prove to be the most efficient are the 32-gallon
Toters made of at least 25% post-consumer recycled content. A baffle with a four and half inch
opening on top of the containers would decrease the amount of contamination. Interviewing
other cities that have developed similar programs made the recommendations for the bin type.
By restricting the capacity size to 32-gallons, there is a decreased incidence of contaminating 32-
gallons versus a 64-gallon bin. The phrase "Beverage Containers Only" will be hot stamped on
the lid. A sweeper crew that the National Orange Show contracts with would be in charge of the
removal of the filled bags of recyclables at the end of the day. During the fair only, a 40-yard
roll-off bin would be in place to receive only those bagged recycled beverage containers and
would be sorted by special service groups and charity organizations for redemption at certified
recycling centers. Two pelmanent 3-yard bins will receive the bagged recyclable beverage
containers for other events held at the National Orange Show when the recycling bins are
emptied throughout the day.
Eight banners highlighting the recycling program will be displayed throughout the fairgrounds
all year-round. The banners will have a picture of the containers and a phrase encouraging
participants to recycle. The 1-800-RECYCLE number and the funding agency information will
also be on the banner.
In further attempts to advertise the recycling message, the National Orange Show will display the
Department of Conservation 1-800- RECYCLE number and the message, "Recycle- it's good for
the bottle, it's good for the can." This advertising screen displays various advertisements and
faces out towards a major intersection. The ad wiII run for a year from the time of program
inception.
Additionally, the National Orange Show is also home to a Sports Center. This establishment has
a full service restaurant, three bars and a snack stand. The yearly number of people that
patronize the Sports Center. is 35,000. This is an indoor event that would need 30 beverage
container recycling bins. The ones best suited for beverage container collection are 30-gallon
containers that are comparable to the size and of the trash receptacles. The decor in the Sports
Center is stylish and the beverage container recycling bins would be a dark green that would
match the color of the room. There is a single opening at the top of the container, clearly marked
"bottles and cans only" and have the word "recycle" imprinted in large font on the side of each
container. Imprint for funding agency would be located on the bin also. Patrons and employees
will have access to the collection receptacles to recycle beverage containers.

e Cleaning crews that have an existing contract with the National Orange Show that clean the
fairgrounds will allocate some of their time to bagging the recyclable beverage containers,
moving and cleaning the collection receptacles and changing out the liners. Staff at the Sports
Center will also allocate time to maintaining the indoor recycling receptacles. The beverage
container recycling receptacles would be emptied into, two three-yard bins, exclusively for
recycling beverage containers by the cleaning staff. Special service groups and charity
organizations will sort the bottles and remove for redemption at a certified recycling center.

Outcomes
During the National Orange Show Fair, the pilot program will have an outreach booth with
recycling information, recycling trivia and incentives. Ongoing public service announcements
will highlight the recycling program and the bin collection containers. The booth would service
a maximum number of people that attend the fair each day. All persons visiting the booth would
be asked the trivia questions in order to educate them about the recycling program. The pre and
post data gathered at the booth via surveys will be put into a spreadsheet to gauge how
participants recycle when they are at home and away. Design of the survey will be based on pre-
existing forms, which have been utilized to gather data from other environmental outreaches.
The amount of redeemed beverage container money collected by the service organizations would
indicate the rate at which the public uses the recycling bins.
Sustainability
The National Orange Show will assume all responsibilities of program maintenance after the
grant period has ended. A contact person has been established that will monitor the program
during and after the grant period. Concessions will supply that person with the number of
beverage containers sold throughout each event. Service and charity organizations will update
the program monitor with the amount of redeemed containers and money generated from the
program. All collection data will be reported to the City of San Bernardino Public Services
Department for reporting to Department of Conservation. Additionally, the City is committed to
providing staff for an information booth will be at the National Orange Show Fair for the 2003
year. Staff will survey booth visitors in regards to their recycling behavior and ask them
recycling trivia to receive an incentive item. The success of this program will be a springboard
for other recycling programs that can be implemented at the National Orange Show and serve as
a model for other agencies.
