Background: On September 12, 2001, the State of California Resources Agency released a "call for projects" associated with the FY 2002/03 Environmental Enhancement and Mitigation Program (EEMP) Grant program. The EEMP was established by the Legislation in 1989. The intent of this program is to provide grants to local, state, and federal governmental agencies, and to nonprofit organizations for projects to mitigate the environmental impacts associated with new or modified state and local public transportation facilities. The EEMP program is funded through State gasoline taxes. Grants are awarded in three categories: Highway Landscape and Urban Forestry; Resource Lands; and Roadside Recreational. The city has submitted two (2) applications for the EEMP. The first application is for the proposed revitalization and beautification through enhanced landscaping of 3rd Street between Mr. Vernon Avenue and "K" Street and the parkway adjacent to the San Bernardino Santa Fe Depot parking lot. The amount of grant requested for this project was $120,000. The second application includes landscaping for the proposed Pepper-Linden Drive Median and Parkway including street trees, and enhanced groundcover. The City requested $144,000 from an (EEMP) grant for this project. This program was not "advertised" to any extent by CAL TRANS and therefore staff learned of this "call for projects" late in the process, and submitted the grant applications just prior to the deadline. The applications were due to Caltrans, Local Assistance by November 16, 2001 to allow them time to review and send the applications on to Caltrans, Headquarters by their deadline of November 30,2001. Financial Impact: There is no financial impact for submitting these grant applications. However, if approved, staff will be recommending the local match ($24,000 for the Santa Fe Depot Area Enhancement and/or $36,000 for the Pepper Avenue Enhancement project) be funded using Fund 126 (Gas Tax) in the City's FY 2002/03 budget. Applicant will manage and maintain any property acquired, developed, rehabilitated, or restored with grant funds in the future. With the granting agency's prior approval, the applicant or its successors in interest may transfer the management and maintenance responsibilities in the property. If the property is not managed and maintained for the purposes stated in the project agreement, the state shall be reimbursed an amount at least equal to the amount of the grant award or, lor real property, the pro rata fair market value of the property, including improvements, at the time of sale, whichever is higher. Signed Date ill(~( r HIGHWAY LANDSCAPE AND URBAN FORESTRY PROJECT EVALU.\ nON CRITERI.\ 3-1 GENERAL CRITERIA (55 points) a. Increased Mitigation and Enhancement ( 0 - 20 points) Presently. the City of San Bernardino is in the process of rehabilitation and seismic retrofit of the National Register of Historic Places. "San Bernardino Santa Fe Depot" to transform the depot into an internlOdal and business center. The revitalization and beautification of 3'd Street between Ml. Vernon Avenue and "K" Street and the parking lot of the depot will preserve, enhance and create vitality 10 this historic building. The proposed I 0 million dollars intermodal and business center will serve as the catalyst for the revitalization and economic recovery of the City West Side, Mt. Vemon A venue corridor, and the downtown central business district. In addition to street beautification, this proposed streetscape would enhance and mitigate the air quality within that area by providing the most outtake of oxygen. b. Statewide Project Goals and Local cash contribution (0 - 20 points) Statewide Resource Priorities Currently, the San Bernardino Santa Fe Depot serves as a platform for Metrolink and Amtrak station. Transforntation of this depot to an intermodal and business center will expand the facility and surrounding area into a transportation hub with overland bus service, offices for local transportation agencies, a link between near by Burlington Northern Santa fe (BNSF) intermodal rail yard and the San Bernardino International Airport. This project is oonsistent with the goal as outlined in the Regional Transportation Plan and the City's Ger.eral Plan. The proposed slreetscape and landscape improvement will not only beautify the area; it also improves air quality through planting clusters of trees. Local Cash Contributions The twenty percent (20%) local contributions for this Environmental Enhancement and Mitigation Program (EEMP) will come from the City's Economic Development Agency and General fund budgeted as part of the Intermodal Areal commercial center revitalization and beautification. c. Project Readiness (0 - 15 points) The improvement plans for this project is 95% completed, and is currently being reviewed by local agencies. We are anticipating that the project will be ready for public advertisement for bid in March 2002. 4-1 PROJECT CATEGORY CRITERIA Hiehwav Landscaoe and Urban forestry Proiects a. Suilabilily and suslainabilily The beautification of the proposed Intermodal and business center will be very beneficial 10 Ihe local residents and numerous passengers that ride Melrolink and Amtrak rail services on a daily basis. The proposed tree species in Ihis area are California Pepper, Bergamot, Mexican Fan Palm Project Evaluation Page 2 of2 basis. The proposed tree species in this area are California Pepper, Bergomot, Mexican Fan Palm and California Fan Palm. These trees area easy to maintain, tolerant to drought, and common in this region. Implementation of tree planting will be under the supervision of contraeted license landscape architect The City's Public Services and Park's & Recreation departments will maintain the long-term maintenance of the streetscape. The City's staff in street maintenance division is experienced in tree maintenance. tree trimming and irrigation systems. This division is supervised by a licensed arborist, which has been working for the City for many years, An adequate amount of money has been budgeted each year for the tree replacement and tree-trimming program, There should not be any problem to replace any trees that die within the project area, b, Cost Effectiveness (0 - 20 points) The proposed project called for 88 trees to be planted within street right-of-way and 36 trees in parking lots and around the center. These are in addition to existing trees in the area, The street trees within the right-of-way will be planted at 30" interval. The proposed tree will range from S to I S gallon trees for California Pepper, and Bergomot The palm trees will be between 6 to 8 feet brown trunk, The irrigation system will be the bubbles type system that amount of water can be adjusted as these trees mantre. The City's Water department will provide water to irrigate these trees. The proposed California Pepper and Bergamot have broad leaves that will provide the most long- term carbon dioxide uptake, Which in turn enhances the air quality of the surrounding area by providing the most oxygen outtake from these trees. c, Other benefits and community participation (0 - 5 points) In addition to preservation and enhances of the historic San Bernardino Santa Fe Depot, revitalization and economic recovery of the City's west side. The project will provide a location where residents can gather at the outdoor shops in an environmentally friendly atmosphere, Numerous community meetings were conducted in order to obtain suggestions from the residents and local committees on how to enhance and beautify the area. The proposed intermodal and business center is eagerly supported by numerous civic, business, and historic groups, affected government agencies, the City Administration, key experts from California State University - San Bernardino, BNSF, Amtrak, Metrolink and elected public officials. Applicant will manage and maintain any property acquired, developed, rehabilitated, or restored with grant funds in the future. Increased Mitigation and Enhancement (0 - 20 points) The City of San Bernardino is a home for the California State University - San Bernardino. The University has experienced an increase in student enrollment, which has reached a record of approximately 389,000 students. The existing University Parkway that leads from the Interstate 10 freeway to the University is reaching its capacity. The city of San Bernardino is proposing a construction of a new Pepper- Linden Drive to assist in mitigating the congestion problem on University Parkway. The proposed 100' wide roadway will include 28' wide landscaping median and additional 60' wide landscape parkway. This landscaped parkway can be used as a wallting trail for college students, and to enhance the area. b. Statewide Project Goals and Local cash contribntion ( 0 - 20 points) Statewide Resource Priorities The proposed Pepper- Linden Drive is part of master plan traffic circulation to provide secondary route from the Interstate 10 Freeway and California State University. A lot of effort and cooperation between the City of San Bernardino, California State University - San Bernardino, San Bernardino County and CAL TRANS have been put into the project. In addition to street improvements, the project will provide an area adjacent to the roadway for wide life habitat. The proposed Pepper- Linden Drive parallel to an existing San Bernardino County flood control channel, the landscape parkway and land set aside for future wide life habitat is an ideal site. Local Cash Contributions In addition to the funding that the City has already spent for right-of-way acquisitions, design and budgeted for street improvement. The city has set aside $36,000 or 20 percent as local match, for the Environmental Enhancement and Mitigation Program (EEMP). c. Project Readiness (0 - 15 points) The City already obtained and owns 95 percent of the right-of-way needed for the project. The street improvement plan, streetscape plan, specification, cost estimate and environmental document is scheduled for completion in February 2002. The project will be ready for construction in the summer of 2002. 4-1 PROJECT CATEGORY CRITERIA Highwav Landscape and Urban Forestrv Proiects a. Suitability and sustain ability (0 - 20 points) The proposed trees and plant spccies will be native plant species that are drought tolerant and do not require a lot of irrigation after they are established. These plant species can be Mexican Queen Palm, Liquidambar and Crape myrtle. In addition, the city will obtain an assistant from license landscape architect in designing streetscape in the median and along parkway. The main objective Project Evaluation Page 2 of2 of streetscape design is to meet the suitahility and sustainability as specified in the EEMP application. The City's Public Services and Park's & Recreation departments will maintain the long-tenn maintenance of the street median and parkway. The City's staff in street maintenance division is experienced in tree maintenance, tree trimming and irrigation systems. This division is supervised by a licensed arborist, who has been working for the City for many years. An adequate amount of money has been budgeted each year for the tree replacement and tree-trimming program. There should not be any problem to replace any trees that die within the project area. b, Cost Effectiveness (0 - 20 points) Tree species with broad leaves will provide the most long-tenn carbon dioxide uptake. The proposed liquidamber and crape myrtle trees will provide carbon dioxide uptake for the project. The proposed trees will range from 5 to 15 gallon trees for liquidamber and crape myrtle. Palm trees will be between 6 to 8 feet brown trunk. The irrigation system will be bubbles head to each tree. Water to each tree can be adjusted as these trees mature. The City's Water department will provide water to irrigate these street trees. The proposed streelscape will not require costly construction, other than street trees and irrigation system. c. Other benefits and community participation (0 - 5 points) The proposed Pepper - Linden Drive will not only benefit the students and faculty of California State University - San Bernardino, it will also benefit the residenls who live in the north area of San Bernardino. The proposed wide life habitat adjacent to the Pepper - Linden Drive will benefit the environment, native wildlife and plant habitat. .
