Resolution 97-244, to reflect this particular action.
3. Authorize the Director of Finance to amend the FY 2001-2002 Adopted Budget as follows: transfer
$121,800 from the General Fund's Budgeted Reserve to the Animal Control Fund; increase animal
license revenue (124-000-4320) by $16,000 and penalty revenue (124-000-4430) by $4,000; increase
contract revenue (124-000-4757) by $67,600 to reflect the increase in the Fontana Contract; and
increase the Animal Control Fund's expenditure budget (124-23x-5xxx-various salary and operational
costs) by $209,400 to reflect the staffmg and operations costs outlined in the staffreport.

STAFF REPORT
SUBJECT
To approve a reorganization of the Animal Control Division to add three (3) Animal Control
Officers, one (I) Animal Shelter Attendant, one (I) Administrative Clerk II and two (2) License
Checkers.
BACKGROUND
The Animal Control Division provides animal control and sheltering services for the City of San
Bernardino and, through a contract, to the City of Fontana. The Division has been operating
with insufficient staffing levels that have not permitted an adequate level of service to meet the
needs of both cities' residents, and additionally, has had difficulty meeting State mandates in the
care and sheltering of animals.
Currently, the Animal Control Officers are routinely behind in their call load. An average day
for the field department is comprised of between 75 and 100 calls for service (24,489 field
responses in the year 2000, all during normal operating hours). The seven (7) Animal Control
Officers currently employed must provide coverage for San Bernardino and the City of Fontana
seven days a week all year long. This job also includes emergency call back from the hours of
5:15 PM to 8:15 AM. When an Animal Control Officer schedules vacation or is sick, most of
the day is spent trying to manage the emergency calls. The cities of San Bernardino and Fontana
contain more than 300,000 citizens; each officer is responsible for more than 60,000 citizens
during a normal weekday that has five (5) officers working. In the year 2000, there were 646
dog and cat bites investigated and ultimately quarantined, 450 noise complaints were processed
and almost 1,200 general reports investigated. Each of these three types of complaints are time
consuming and often require two to four follow-up visits in order to secure compliance. In
addition, there were over 3,000 citations issued by the Animal Control Officers last year.
The care and sheltering operation is also overburdened. Currently, four (4) Animal Shelter
Attendants and one (I) Registered Veterinarian Technician staff the animal shelter. These staff
members must provide care, treatment, cleaning, adoption, impound, shots, socialization and
euthanasia to all of these animals seven days a week. During the Spring, the euthanasia rate can
increase from 40 to 80 animals per day. This increase is almost exclusively due to the influx of
kittens and puppies that are too young for adoption. The shelter houses a daily average of 200
dogs and 75 cats throughout the year. In Spring and Summer months, this average rises to 240
dogs and over 100 cats; this does not include a variety oflivestock and exotic animals that also
must be given shelter and care. The minimum required period that the shelter must hold these
animals is five days. Even when animals are adoptable, they are often euthanized because of
limited space.
In an effort to increase compliance with City and State regulations and increase Division
revenues, the Mayor and Common Council approved the addition of four (4) part-time Animal
License Checkers to the Animal Control Division in the 2001-2002 budget. The License
Checkers are a canvassing group of eight (8) part-time employees. These employees go door-to-
door to secure compliance with requirements for licensing and vaccination of dogs. This unit is
supervised by a Senior License Checker who must maintain the City dog license records, enter

all new and renewed licenses, process license applications and conduct a minimum of two low
cost rabies clinics per year.
When the four (4) part-time Animal License Checkers were added to Animal Control during the
FY 01-02 budget process, it was estimated that the addition of these positions would generate
approximately $125,000 in new license and penalty revenue (this revenue was factored into the
budget.) It is now estimated that approximately $20,000 more than what was projected in the
budget will be collected in license and penalty fees.
On December 18, 2001, the City of Fontana approved a two and a half (2\12) year contract for
services with the City of San Bernardino Animal Control Division. Under the previous contract,
the City of San Bernardino provided two (2) Animal Control Officers and full service animal
sheltering. Under the new contract, the City of Fontana has requested one (1) additional Animal
Control Officer and two (2) part-time License Checkers, and one additional vehicle.
The increased revenues produced by the License Checkers, the additions requested and paid for
by the City of Fontana, have provided an opportunity to address the staffing shortages in the
Division. In light of this opportunity, the Animal Control Division is requesting the addition of
the following staff:
3 Animal Control Officers
1 Animal Shelter Attendant
I Administrative Clerk II
2 Part-Time License Checkers
By adding these positions, in conjunction with the Animal License Checkers already employed,
the Division can be proactive in the enforcement of the City animal laws, begin to reverse the
upward trend of the stray dog problem and provide an increased level of care in our facility.

The cost associated with these additions for the last five months of FY 2001-02 are:

In addition to the salary and benefit costs, there are one-time costs associated with the purchase
of necessary vehicles and equipment to allow the proposed employees to carry out their duties.

The cost of $209,384 for the balance ofFY 2001-02 is partially offset by the increase in contract
revenue from the City of Fontana, which has agreed to pay for those costs associated with the
increased services they have requested. These items (one (I) Animal Control Officer, two (2)
part-time License Checkers, a vehicle, and 30% of the increased operational costs) total
approximately $67,563. The Division also is projecting that the anticipated revenues based on
the first six months of FY 2001-02 will exceed those projected revenues in the FY 2001-02
budget by approximately $20,000. This will also be used to offset the cost. The balance of the
cost, approximately $121,821 will have to come from the General Fund. Accordingly, a budget
amendment increasing the transfer-in from the General Fund to the Animal Control Fund in the
amount of $12 I ,800 (rounded) is required.
The armual recurring cost for the additional personnel and related operational cost for FY 2002-
2003 will be $204,163. However this cost will be offset by increased revenue in contract
revenue from the City of Fontana in the amount of $64,583. As more residents come into
compliance with regulations, penalty revenues will level off, therefore, no increased revenue is
estimated in FY 2002-03. The net cost to the City's General Fund for FY 2002-03 will be
$139,580. While this increased cost to the City is significant, these additions to the staff will
help to increase services levels and improve the quality of life in the City's neighborhoods and
help make the streets less dangerous for the citizens.
