Request for waiver of fees in the amount of $3,534.00 to cover police personnel and
equipments costs to assist in the conduct of the SP AAMF AA Crown Fire Coach
Enthusiasts convention and parade, scheduled for February 16, 2002.
Backeround:
The City Administrator's Office has received a request from the Society for the
Preservation and Appreciation of Antique Motor Fire Apparatus in America
(SPAAMFAA) for a waiver of police personnel and equipment fees in conjunction with
their assistance in the organization's convention and parade to be held on February 16,
2002 in downtown San Bernardino, as described in the attached correspondence from the
organization.
The convention is to be held at the Radisson Hotel with 410 rooms booked for the entire
event from February 13 throught February 16. In addition to the parade, other events of
interest to firecoach enthusiasts are also planned including a fire camp dinner,
demonstration, flea market, and banquet in and around the hotel. Main Street is also
assisting with the event and arrangments for parking of the show vehicles are being
coordinated with Facilities Management.
Financial Impact:
The Police Department has estimated the costs for their services to the parade to be
$3,534. If approved, this amount would come from the $50,000 contingency in the FY
2001102 civic and promotion fund.
Recommendation:
Authorize the waiver offees in the amount of$3,534 from the FY2001l02 civic and
promotion fund contingency to cover police costs connected with their assistance to the
SPAAMFAA Fire Coach Enthusiasts parade and convention, scheduled for February 16,
2002.

On February 16, 2002, the Southern California ChapterofSPAAMFAA will be holding a
parade and National Convention. The event is scheduled to start at II :00 a.m. and
continue until 12:30 p.m. On Friday, February 15, 2002 at 4:00 p.m. approximately 200
fire trucks will be coming to Court Street Square between D and E Streets. Crown
Firecoach is requesting to park 5 or 6 fire trucks in front of the Radisson Hotel on Friday
night. A map of the event is attached.
The Traffic Office is processing the event application and will be forwarding the package
to Risk Management when it is complete.

On Saturday, February 16,2002, the Southern California Chapter of SP AAMAA will be holding
a parade and National Convention. The parade is scheduled to start at 11 :00 am and continue
until 12:30 PM.
On Friday, February 15, 2002 at 4:00 PM, approximately 200 fire trucks will be coming to Court
Street between "D" and "E" streets, and occupy Court Street square parking area for a BBQ and
festivities. Crown Firecoach is requesting to park 5 to 6 fire trucks in front ofthe Radisson Hotel
Wednesday February 13th at 12:00 noon through Saturday February 16th until the conclusion of
the event at approximately 4:00 PM.
The majority of the fire trucks will arrive in the city on Wednesday, February 13, 2002, and will
park in the Stampede parking lot.
FORMATION AREA/PARADE ROUTE:
Staging areas will be in the Baseball Stadium parking lot in the 200 block of south "E" street.
Participants will enter the stadium on the "G" street side and exit the stadium parking lot onto
"E" street to start the parade route on Saturday, February 16th, 2002.
The parade will begin at the Stampede baseball stadium entering onto "E" street from
approximately Valley Street and turning northbound and will continue northbound on "E" street.
The parade will then turn eastbound onto Fourth Street then southbound on Arrowhead to Court
Street and then go westbound. The parade will conclude at Court Street Square parking area
north of City Hall. The parade route will cover approximately ten blocks and will require traffic
and crowd control. The parade and related events should be over by 1600 hours according to
Ron Leatz, President of the event. He can be reached at (760) 243-4536.
The event staff said they will not need any staffing from the Police Department on the first three
days, only request extra patrol for the Stampede stadium and for the Fire trucks parked in front of
the Radisson Hotel during the four day event. They would also like extra patrol for the events on
Friday the 15th in the afternoon at Court Street Square.
The estimated attendance would be approximately 2000-3000 spectators.

ACTION PLAN:
$ 3533.67
Road closures will take place along the parade route beginning at 1030 hours and will remain in
effect until approximately 1600 hours on Saturday, February 16th, 2002.
Police personnel will brief at the police station at 0900 hours for specific assignments and to
obtain equipment. The radio frequency for the event will be 10-SBPD-3.
Assigned personnel will report to their respective posts by 1000 hours and will be responsible for
the traffic and crowd control and enforcement actions as necessary.
As the last participant in the parade travels northbound on "E" street, the road barricades may be
removed as deemed necessary and safe to return the streets to normal and to protect the
participants and spectators attending the event.
The barricades will remain in place at 2nd and "E", Court and "E", Fourth and "E", Fourth and
"D", Fourth and Arrowhead, Court and Arrowhead, and Court and "D" to accommodate the
parked Fire trucks within this area. Should the area prove to be too large for the attendees, the
area will be reduced to the amount of area needed

contingency funding for police personnel/equipment to assist in the conduct of the
SPAAMFAA Crown Firecoach Enthusiasts parade and convention scheduled for February 16,
