Staff Report
SUBJECT:
Resolution authorizing the execution of a purchase order to Crest Chevrolet of San
Bernardino for the negotiated purchase of three (3) 2007 4WD Tahoe Command
Vehicles to be utilized by the Fire Department.
BACKGROUND:
The Fire Department utilizes unit BC-1 a 1987 Chevrolet Suburban with 136,000 miles,
unit SQ-1 a 1985 Chevrolet Suburban with 139,000 miles, and unit SS-15 a 1992 Ford
Crown Victoria with 121,000 miles on a daily basis. The cost to maintain these aging
units has increased with age, and use, and some repair parts are no longer available.
Because of these factors, in conjunction with the increased downtime, these units meet
all the criteria for replacement. These units are included on the FY2006/2007 approved
Vehicle Replacement List; therefore, all three will be placed in surplus for auction.
These units perform fire suppression work as well; therefore a four-wheel drive vehicle
is needed.
Due to the specialized nature of this equipment there are no local vendors able to
supply it. However, Fleet staff has negotiated with Crest Chevrolet of San Bernardino to
be the primary vendor for this purchase as referenced in section 3.04.070-1 of the
Municipal Code (Negotiated Purchases). The vehicles and subsequent build-ups will be
purchased through Crest Chevrolet for a total amount of $261,985.68 including tax.
Crest will use a sub-contractor, Johnson Equipment in Perris CA. for the build-ups of the
specialized equipment to meet the Fire Department specifications.
Attached for your review is the quote from Crest Chevrolet and the technical
specifications delineating the model, parts, and warranty for the Fire Department
Command Vehicles, (see exhibit 1).
FINANCIAL IMPACT:
Funds for this purchase are available in FY2006/2007 Account No. 635-341-5701 Motor
Vehicles.

SAN BERNARDINO AUTHORIZING THE EXECUTION OF A PURCHASE ORDER
TO CREST CHEVROLET OF SAN BERNARDINO FOR THE NEGOTIATED
PURCHASE OF THREE (3) 2007 4WD TAHOE COMMAND VEHICLES TO BE
UTILIZED BY THE FIRE DEPARTMENT.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Crest Chevrolet has offered a negotiated purchase price of
$261,985.68 including tax pursuant to Section 3.04.070-1 of the Municipal Code for
three (3) 2007 4WD Tahoe Command Vehicles. Pursuant to this determination the
Director of Finance or her designee is hereby authorized to issue a purchase order to
Crest Chevrolet of San Bernardino, in the amount of $261 ,985.68.
SECTION 2. The Purchase Order shall reference this Resolution No.2007-_
and shall read, "Crest Chevrolet - Purchase of three (3) 2007 4WD Tahoe Command
. Vehicles, P.O. not to exceed $261,985.68" and shall incorporate the terms and
conditions of the Contract.
SECTION 3. The authorization to execute the above referenced Purchase
Order is rescinded if not issued within sixty (60) days of the passage of this resolution.
