Resolution of the City of San
Bernardino Authorizing the Mayor to
Obligate and Expend the Awarded
Local Law Enforcement Block Grant
Monies to Replace the Computer Aided
Dispatch (CAD) and the Records
Management System (RMS) Computer
Systems for the Police Department.

Synopsis of Previous Council Action: Resolution No. 96-253 ratified on August 5, 1996, by the Mayor and
Common Council, authorizing the Police Department to apply for and accept a Local Law Enforcement Block Grant
(LLEBG) Program award, to replace the Computer Aided Dispatch and Records Management Systems (CAD/RMS)
with grant funds.
Recommended Motion:
1. That the required Public Hearing be closed.
2.
That the Police Department be authorized to obligate and expend the intended use of LLEBG Program
grant funds.

STAFF REPORT
On August 5, 1996, the Mayor and Common Council approved Resolution 96-253,
authorizing the Police Department to apply for and accept a Local Law Enforcement
Block Grant (LLEBG) Program award from the U.S. Department of Justice, Bureau of
Justice Assistance (BJA) to purchase a replacement Computer Aided Dispatch (CAD) and
Records Management System computer systems.
As a recipient of a $1,238,056, LLEBG Program award, the San Bernardino Police
Department formed the required Advisory Board which reviewed the intended use of
grant funds and made a non-binding recommendation to the Mayor. The Advisory Board
was provided with copies of the grant award and program purpose area narrative
outlining the Police Department's intended use of grant funds. The Advisory Board
unanimously recommended the grant funding be used towards the purchase of a
replacement CAD/RMS computer system for the Police Department.
The Advisory Board was formed in January 1997, and consists of the following
representatives:

Recommended motion:
Tt>at tne Mayor and Common Council set a Public Hearing for 10:00 a.m.
on Monday, July 7, 1997, to ratify the expenditure of the awarded
LLFBG funding to upgrade the CAD/RMS system for the Police Department.

STAFF REPORT
As recipient of LLEBG Program award, the Police Department is
reauired to hold a public hearing. At the hearing, persons shall
be given an opportunity to provide written and oral opinion
regarding the intended use of grant funds to the Mayor and
Common Council.
