ECONOMIC DEVELOPMENT AGENCY STAFF REPORT ----~------------------------------------------------------------------------------------------------------------- Public Hearinl!' - Amendment to the Second Year Action Comoonent ofthe Consolidated Plan BACKGROUND In April 1997 , a request was made from the Mayor's Office to increase the funding available for the demolition of buildings cited for code violations and not deemed repairable. The Demolition Program, at that time, was funded with $88,284 in CDBG funds. The request was to increase this funding to $700,000. The approach recommended by staff to increase the funding, was to make adjustments in the Community Development Citizen's Advisory Committee's (CDCAC) recommendations for project funding for the then pending Third Year Action Plan and to additionally, amend the Second Year Action Plan. In order to accomplish both of these actions, a meeting was held on April 9, 1997 and the CDCAC was asked to consider modifying their recommendations for the Third Year Action Plan and amending the Second Year Action Plan to increase the funding for the Demolition Program. Although there appeared to be support for the proposals, the CDCAC could not take action to recommend the changes because there was not a quorum present at the meeting. On May 5, 1997, the Mayor and Common Council held a public hearing to consider the CDCAC's and staff's recommendations for the Third Year Action Plan. The following funding was approved for the Demolition Program for the 1997/1998 Fiscal Year: moving the Mortgage Assistance Program from the CDBG Program to the HOME Program and allocating $381,716 in CDBG funds to the Demolition Program. As a result ofthis approval, the then existing Demolition Program was increased from $88,284 to $470,000. Although the CDCAC could not take action on the amendment proposed for the Second Year Action Plan, because ofthe lack of quorum, the City Attorney's Office determined that the presentation of the amendment proposal to the members present at the April 9, 1997 meeting, met the intent of the Citizen Participation Plan component of the Consolidated Plan.
