Synopsis of Previous Council action:
02/17/97 - Application for Section 108 Loan Guarantee for downtown cinema complex
approved.
05/19/97 - Approval of the Shared Parking Analysis for the San Bernardino Enter-
tainment Center (Downtown 20 multi-Plex Theatre) by the Parking Place
Commission confirmed.
Recommended motion:
1. That the Director of Public Works/City Engineer and the City Clerk are au-
thorized to proceed with the proposed vacation of a portion of the North side
of 4th Street, West of "E" Street, and lying within Tentative Parcel Map No.
15038.

STAFF REPORT
A plan was approved several years ago to establish bus stops on Fourth Street,
West of "E" Street.
An additional 26 feet street right-of-way was dedicated from "E" Street to a
point approximately 246 feet to the West in order to accommodate the facilities
apportioned to the bus stop.
The developer of the downtown cinema complex would like to use this section of
curb as a passenger loading zone. A meeting was held with Omnitrans to discuss
relocation of the bus stop East of "E" Street, in front of the new Caltrans
bui lding.
EDA is currently working to secure the necessary approvals for the relocation of
this bus stop. Relocation of this bus stop will be a prerequisite to vacating
this 26 foot strip.
Tentative Parcel Map No. 15038 has been submitted by the developer of the cinema
to re-align the property lines. The vacation of this additional right-of-way
will be accomplished by recordation of Parcel Map No. 15038.
The normal street vacation fee of $1,000 has been paid in full.
We recommend that Plan No. 9685 be approved and authorization granted to proceed.
