That the Director of Public Works and the City Clerk be authorized to proceed under SBMC 12.90, with the
establishment of a Landscape Maintenance Assessment District in the Mill Street and Dallas Avenue Area,
within Tract No. 15652, to be known as Assessment District No.1 020.

STAFF REPORT
Recently, this office received a petition from the developer of Tract No. 15652, located along Dallas Avenue,
South of Mill Street, for the establishment of a Landscape Maintenance Assessment District. This petition results
from a requirement of the developer. The establishment of an Assessment District will provide funding for the
ongoing maintenance.
Part of the proceedings includes the preparation of an Engineer's Report, which will have details regarding the
improvements, method of determining benefit and assessment amounts. In compliance with Proposition 218, the
proceedings will also require that ballots be mailed to the property owners relative to the proposed assessment. We
anticipate that the petitioner will still own most, if not all, of the properties involved and do not expect a majority
protest. The cost of proceedings will be paid for from a deposit to be made by the developer.
We recommend that authorization to establish the assessment district be granted.
