The IVDA is presently seeking the additional federal grant funds under the Title IX SSED Grant program. Previously, both the IVDA and the City of San Bernardino have acted as co-applicants for each of the prior grant applications and amendments for the already completed street and infrastructure improvements on the former Norton Air Force Base. Under this Federal program the City of San Bernardino and the IVDA have obtained approximately $11.0 million of grant funds for the street and infrastructure improvements that have been completed on the former Norton Air Force Base since 1994. Although the IVDA has already submitted the Application for the additional $1.2 million in grant funds on April 22, 1997, the Federal EDA does require that the City of San Bernardino continue in the role as a co-applicant with the IVDA for these grant funds. The Federal EDA requires that an individual such as the Mayor be authorized on behalf of the City of San Bernardino to execute the grant application. Furthermore, a portion of the grant funded improvements will be located on Mill Street and will require the consent of the City of San Bernardino under the Federal EDA grant documentation. The IVDA will be required to obtain approximately $600,000 of other funds to complete the additional improvements that will be funded with this next phase of the grant process. Such improvements include (i) the construction of street improvements including street widening on Mill Street and the installation of traffic signals and landscaping and the undergrounding of utilities relative to Mill Street from Lena to Tippecanoe; and (ii) the construction of street improvements including the installation oflandscaping and the undergrounding of utilities relative to Otto Gericke from Third to Art Townsend, and relative to Art Townsend from Otto Gericke to Del Rosa. Attached for reference are copies of the IVDA agenda item from the IVDA meeting of April 23, 1997, and the first page of the Application to the Federal EDA dated April 22, 1997. Recommendation: Based upon the foregoing, staff recommends adoption of the attached Resolution making certain environmental findings and authorizing the Mayor to execute the current Federal EDA grant application for the additional $1,200,000 in grant funds for street and infrastructure improvements on Mill Street and other streets within the former Norton Air Force Base. Bopf, Executive Director DATE: April 23, 1997 ADOPT RESOLUTION 97-12 AUTHORIZING SUBMITTAL OF GRANT APPLICATION TO FEDERAL ECONOMIC DEVELOPMENT ADMINISTRATION FOR ADDmONAL STREET AND INFRASTRUCTURE IMPROVEMENTS SUBJECT: RECOMMENDED ACTION: Adopt Resolution 97-12 of the Inland Valley Development Agency (IVDA) authorizing the submission of a grant application to the U. S. Department of Commerce, Economic Development Admini$tration (EDA), and makiitg certain fmdings and determinations pursuant to the California Environmental Quality Act (CEQA). BACKGROUND AND COMMENTS: At the last meeting, the Board was given an oral status report relative to the Federal EDA and State Defense Adjustment Matching (DAM) Grant. The adoption of this resolution will authorize the lVDA to submit a formal grant application to the U. S. Department of Commerce, EDA, for the issuance of approximately S 1.2 million. The grant will fund a portion of the design, construction and implementation of infrastructure improvements including Mill Street from Lena Road to Tippecanoe Avenue, Otto Gericke Drive from 3rd Street to Art Townsend Drive, and Art Townsend Drive from Otto Gericke Drive to Del Rosa Drive.
