That the Mayor and Common Council approve the appointments of Harold Duffy (First Ward), Joe Rivera (Third Ward), Judy Battey (Fourth Ward), Dr. Michael Clarke (Fifth Ward), Connie Garrett (Sixth Ward), Esther Estrada (Seventh Ward), Jorge Carlos, Council staff, Jim Robbins (Mayor's appointment), and J. Lorraine Velarde, Mayor's staff; and 2. No.) (Acct. Description) N/A Finance: Council Notes: ~-07 Agenda Item No. /A STAFF REPORT On March 31, 1997, the Mayor and Common Council took action to form an Ad Hoc Budget Reduction Committee. This committee will help to identify ways to reduce spending for City services. The following individuals are recommended for appointment to the Committee: Appointinq Official Ward 1 Ward 2 Ward 3 Ward 4 Ward 5 Ward 6 Ward 7 Mayor Mayor's staff Council's staff Representative Harold Duffy Joe Rivera Judy Battey Dr. Michael Clarke Connie Garrett Esther Estrada Jim Robbins J. Lorraine Velarde Jorge Carlos The Second Ward has yet to submit a recommendation for appointment. It is anticipated that the Committee will begin to meet shortly. In order to facilitate those meetings, guidelines for the Committee have been developed and are attached for your review and concurrence. These guidelines are modeled after those used successfully in other cities that have formed similar committees. It is recommended that the Council approve the appointments listed above, and adopt the proposed Budget Reduction Committee guidelines. The committee will consist of a member of the Mayor's staff~ a member of the city Council's staff~ a resident appointed by the Mayor~ a resident appointed by each of the seven Council Members~ and one representative from each of the five employee bargaining units. B. The residents appointed by each Council Member may reside outside the appointinq Council Member's ward. II. Committee ODerations A. The committee will elect a Chairperson and Vice- Chairperson. The Chairperson and Vice-Chairperson must be chosen from among those committee members who were appointed by the Mayor and Council Members. B. All meetings will be public, and will follow standard parliamentary procedures. Eight (8) members present will constitute a quorum. At its first meeting, the Committee will determine the dates, times, and locations of future meetings. E. The Mayor will assign the Acting city Administrator, Finance Director, and other City staff to participate in the Committee meetings and discussions on an as needed basis. F. city support staff will develop an agenda for each meeting based on input from the committee members. The agenda will be used as a starting point for each meeting. III. Committee Activities and Recommendations A. The Ad Hoc Budget Committee's recommendations to the Mayor and Council are advisory only. B. Any member of the committee may make a motion recommending an action to the Mayor and Council. All motions approved by a majority of the committee members present will be included in a final report to the Mayor and council. C. City staff will provide information and support to the committee. All committee requests for information will be coordinated through the Mayor's staff representative to ensure efficient coordination and expeditious handling. IV. Committee Ob;ectives A. Review the city's current services and budget. B. Make recommendations concerning how current spending levels can be reduced. C. Provide a final report and recommendations to the Mayor and Council by June 15, 1997.
