STAFF REPORT
PROBLEM:
The eight (8) new ambulances will require new portable EKG monitor/ defibrillators.
The five (5) existing paramedic engines will require upgrades, mainly to provide
a uniform fleet of equipment that is familiar to all users on the fire department.
We request an exemption from the formal contract procedures to select equipment based
on the attached quotes from three (3) vendors.
RECOMMENDATION
Mayor and Common Council authorize the Purchasing Manager to issue a purchase order
to Laerdal Medical Corp. for thirteen (13) portable defibrillator/EKG monitors and
accessories for a purchase price of $99,015.00
FINDINGS
The San Bernardino City Fire Department did not select a product until this month
because the county regulatory agency (ICEMA) was in the process of changing performance
requirements for EKG monitors and defibrillators. The selection of the wrong features
(12 lead/ external cardiac pacing capability) had the potential to cause expensive
future upgrades. On March 6, 1997 the County Equipment Task Force required the pacing
feature, and made th~ Clthers opt ional. In March, the dep,rtr. ,,-nt evaluated equipment
from ZOLL Medical, PhysioControl and Laerdal. The Laerdal CodeMaster 100 was selected for
the following reasons:
*unprecedented 5 year warranty (valued at $28,000, or $5,600 per year)
*Built-in Pulse Oximetry Sensor eliminates the need to purchase seperate unit
*Department has 45 day period for acceptance testing
*Built-in designs for patient and rescuer safety that others did not offer
*Unit cost of product was lower than ZOLL and PhysioControl.
*Urgent request to make delivery by April 15th and have units ready for May
1st ambulance implementation date.

Specifications for Portable Defibrillatorl EKG Monitors
for tbe
San Bernardino City Fire Department
1. Thirteen (13) Portable monitorl defibrillators with external cardiac pacing technology. To
include: 3-lead EKG cable, recorder paper, batteries, carrying case, owners manuals,
paddles (adult! pediatric) and multi-function pads for pacing, monitoring and hands-free
defibrillation.
2. Seven (7) Battery Support Systems. System to test!cycle batteries to allow crews to
determine when batteries need te;> be replaced. To include one battery for each unit.
3. One (1) EKG rhythm simulator for training.
4. Minimum one (1) year warranty.
5. Large display screen for EKG viewing.
6.
Water resistant and shock resistant.
7. Energy can be dumped back into unit when paddles are charged to prevent accidental
discharge into environment.
8. Batteries are able to provide at-a-glance confirmation of energy reserves by attendant.
9. Trade-in ofLifepak 5's and 10's with battery support systems currently used on
department.
10. Safety feature to prevent discharge of electrical shock when paddles are not sensing
contact pressure or impedance.
11. Event summary documentation to remain in memory even when unit turned off.
12. Preference shall be given for unit that includes integral pulse oximetry monitoring and
probes. This shall reduce the cost and chance ofloss of hand held units the department
would otherwise be required to purchase.
