CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Initiation of a General Plan Amendment and Development Code Amendment to permit drive-thru restaurants in the Central City South Plan area. Mayor and Common Council Meeting of March 17, 1997 BACKGROUND The Central City South Plan was adopted by the Mayor and Common Council in 1991, and includes the area between Rialto Avenue, "E" Street, Inland Center Drive and 1-215. The majority of the area north of Mill Street is designated CCS-1 which permits limited general commercial uses. Drive-thru restaurants are not permitted on the west side of "E" Street in the CCS-1, but are permitted on the east side of "E" Street in the CG-1, Commercial General land use district. "E" Street, between Mill Street and Rialto Avenue, contains several drive-thru restaurants in both land use districts that were established before current development requirements were in place. The Mad Greek is an existing restaurant on the west side of "E" Street that would like to submit a conditional use permit application to establish a drive-thru, but is precluded because of the prohibition. The purpose of the Central City South Plan was to establish a link between the two malls with destination retail and entertainment uses. 1 feel that drive-thru restaurants do not conflict with this intent. COSTS TO CITY Staff estimates that it will cost approximately $2500 for completion of a General Plan Amendment and Development Code Amendment. RECOMMENDATION 1 recommend that Planning staff be directed to prepare General Plan and Development Code Amendments to modify or delete the Central City South Plan to allow drive-thru restaurants along "E" Street. ~Ri Ari'C~ ta as, ounc mem r
