Market Develonment Zone lRMDZ) The Agua Mansa Recycling Market Development Zone was designated by the State of California in 1993. This zone currently includes portions of the Counties of San Bernardino and Riverside, and portions of the Cities ofRialto, Colton and Riverside. To date, the State has designated 40 zones throughout the State in connection with this program. At this time, the City of San Bernardino intends to apply for the redesignation of this zone to include portions of the City of San Bernardino. One of the first steps in the application process, is the adoption ofa Resolution requesting participation in the program. BACKGROUND The Recycling Market Development Zone program was created by the State of California to encourage the growth of industries that use recycled materials as a feed stock for a final value added product and to facilitate the creation of new markets for the anticipated deluge of grass, plastic, paper, and other recyclables that would result from communities efforts to meet the solid waste diversion goals as mandated by the Integrated Waste Management Act. The program makes available a low interest loan program which is administered by the California Integrated Waste Management Board and also provides technical assistance to businesses located within a zone that utilize post consumer or secondary waste products. To date, a total of 52 loans have been funded through the program for a total amount of$20.2 million. By statute, the program is funded $5 million annually. The current fund balance available for future loans is approximately $16 million. The average loan amount has been slightly less than $400,000 with a maximum loan amount of$1 million. The amount of the loan can be no more than 50% of the project. . Funds can be used for the purchase of real property, the purchase of equipment, working capital and the refinancing of existing debt. Projects remain subject to all applicable zoning and regulatory requirements. Participation in the RMDZ program will provide the City and Agency an additional tool to use in its waste diversion, job retention and economic development activities. Based on the foregoing, staff recommends adoption of the attached resolution. fJ~ RONAL E.
