This area is located just south of the San Manuel Indian Bingo Parlor and Casino. The petition requests that the City install "No Parking" zones on Citrus Street and on the residential streets in front of their houses. They also ask for an exemption from the requested parking prohibitions on Havasu and pinon Courts. This action would entail the establishment of a resident sticker program. Peti tioners claim that patrons of the casino park on Citrus Street and in front of their homes for extended periods of time, causing several problems and concerns as follows: o Concern for personal safety as strangers park in front of their homes, especially at night. o Continuous littering problem. o View obstructions caused by parked vehicles as Motorists attempt to enter Citrus Street from the residential streets. o Oil dripping from parked vehicles makes the street unsightly. o Shortage of parking spaces for residents and their guests. The Traffic Engineering Section evaluated the request and confirmed the requestors' concerns. However, concerns were raised by staff that the problem would simply shift from one area to another once the proposed zones were in place. Consequently, staff conducted a survey of area residents to determine interest in a "No Parking"/Sticker program in front of their houses. The following streets were surveyed: o pinon Court north of citrus Street o Havasu Court north of Citrus Street o Mojave Court north of Citrus Street o Indian Canyon Court between Citrus Street and piedmont Drive o Roadrunner Court north of Citrus Street Revised 2-20-97 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION e e e "5.02;;~ STAFF REPORT Page 2 of 2 o Oleta Lane north of Citrus Street o 28th Street between Los Feliz Drive and Victoria Avenue o Mirada Road east of Los Feliz Drive o 29th Street east of Los Feliz Drive o Citrus Street between Los Feliz Drive and Victoria Avenue o Los Feliz Drive between 28th Street and north of Citrus Street Responses, in favor of the program, were received from all streets surveyed. However, no overwhelming amount of support was received from any location other than that of the original petitioners. In this area, nearly one-hundred percent concurrence was found with the proposed "No Parking" /Sticker program. No objections were received concerning the proposed "No Parking" zone on Citrus Street. In view of the overwhelming amount of support for the "No Parking" /Sticker program on Havasu and Pinon Courts, we believe that a pilot program for "permitted parking" may be viable. Staff is presently evaluating such a program and we hope to have the final proposed project to Council within 45 days. Issuance of stickers to residents and enforcement are specifics that are now being worked out. This pilot program will be implemented on a phased basis.
