Recommended Motion:

OF PARK CONSTRUCTION FUNDS FOR THE
COMPLETION OF INSTALLATION OF UTILITY
SERVICES AT THE RECREATION FACILITIES
AT SAN BERNARDINO INTERNATIONAL AIRPORT
AND THAT THE BUDGET BE INCREASED
ACCORDINGLY.
The Recreation facilities at the San Bernardino International Airport include the
Galaxy Recreation Center, the gymnasium, racquet ball courts, swimming pool and
bathhouse, lighted tennis courts and quarter mile exercise track. These facilities,
on a 7.5 acre site, were given to the City as a public benefit transfer to be used for
park and recreation purposes.
The utilities at these facilities were being supplied through the old air force
system. This system was abandoned at the end of the year with the utility
companies (electric, gas and telephone) bringing in new main lines to replace the
old system.
The new utility service is at the customers expense. These expenses included
both service line costs as well as a share of main line costs. Establishment of the
utility service was essential for operating purposes at these facilities. There
currently is no gas service to these buildings due to the existing system being
unsafe.
Previously on July 5, 1996, the Mayor and Common Council approved $ 32,000
from the Park Construction Fund balance to install the necessary equipment to
convert from the old system to the new main line system. The main part of the
project has been completed; however, the project has required more work than
anticipated to convert to the new main lines from the utility companies and costs
for the project have increased due to the need for additional materials and
equipment to provide a viable system. Therefore, it is necessary to request an
additional $ 10,000 in funding to complete the project.
