CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT A request was received from the Northgate Business Association for a stop sign to be installed on Hallmark Parkway at Saratoga Way. This request was based upon the perception that a speeding prob1p.m exiRted, and that a. stop sign would help alleviate the problem. An investigation revealed that the traffic volumes on the Saratoga Way approaches to Hallmark Parkway were not sufficient to satisfy the warrants for a 4-way stop. Therefore, we were unable to recommend approval of the requested stop signs. During this investigation, it was discovered that a speed zone has not been established for Hallmark/Industrial Parkway. Therefore, the maximum speed limit of 65 m.p.h. applies to this street. A study was conducted on Hallmark/Industrial Parkway to determine the prevailing speed of traffic. This study revealed that the critical speed (85th percentile) was 52 m.p.h. A recommendation was submitted to the Traffic Safety Committee at their meeting of 2-12-97 that a speed zone of 50 m.p.h. be established for this street. The Traffic Safety Committee con- curred with this recommendation.
