STAFF REPORT
Backaround
On October 1, 1996, the police department was awarded a COPS More '96 Grant
(Making Officer Redeployment Effective) by the U.S. Department of Justice, Office
of Community Oriented Policing Services. The department will automate police field
report preparation activities utilizing laptop computers purchased with grant funding
and generate officer time savings to apply to community oriented policing activities.
Recommendation
Issue a purchase order to MicroAge Computermart of Diamond Bar, Ca. in the amount
of $250,428 for the purchase (123) laptop computers and support software.
Findinas
A "Request for Proposals" #F97-15 for laptop computers was released on January 17,
1997, to (180) identified computer vendors. Appropriate specifications were prepared
and directed to each vendor. The deadline for submitting proposals was January 31,
1997. Thirty (30) vendors submitted proposals, with some vendors making multiple
submissions of different brands or models of laptop computers. Of this total, (31)
different laptop computers were determined to meet the minimum specifications and
requirements of the RFP.
On February 1, 1997, a Source Selection Evaluation Committee comprised of both
police department and non-police personnel met to review the (31) laptop computers
meeting the minimum specifications. The committee members separately rated each
vendor's submission{s) against a source selection evaluation criteria with the following
overall scores being determined.

purchase (123) Toshiba Tecra 500CS laptop computers.
