A sa1ary survey shall be conducted in odd-numbered years, beginning in 1989, by an independent firm selected by the Mayor and Common Council. The survey shall compare salaries of the c1assifications covered by this resolution with like or similar c1assifications in other similarly situated municipalities.: . A benefits survey shall be conducted in even numbered years, beginning in 1990. The survey shall compare benefits of the c1assifications covered by this resolution in other similarly situated municipalities.' A sa1ary and benefits survey was conducted in 1994. The sa1ary and benefits survey was combined again in 1996, in order to reduce the cost of conducting each survey separately and to meet the terms of Resolution No. 89-129. The firm selected for the survey was RALPH ANDERSEN & ASSOCIATES, at a cost of $7,900. Exhibit . A' is the fina1 Draft Report Compensation Study from RALPH ANDERSEN & ASSOCIATES, received February 20, 1991. Highlights of the Draft Final Compensation Report 1. Of the 40 classes analyzed, 35 survey classes are below the labor market median, ranging from -0.4% to -23.3%. 2. On average, the City of San Bernardino is 7.5% below the market median when base salaries are compared. 3. For non-safety classes, the City's benefits appear to be equitable with market pay practices. Implementation scenarios will be developed which have a minimal impact on the City's compensation plan as part of the Fiscal Year 1991-98 budget. RECOMMENDATIONS Receive and file the Management Confidential Compensation Study from RALPH ANDERSEN & ASSOCIATES.
