Finance: Council Notes: Res 97- ~O Agenda Item No. 7 3/J/'7 , CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT It is requested that the Mayor and Common Council approve the procurement of one Jet Rodder Sewer Cleaning Truck for the Public Services Department. The Sewer Fund provides the finances for the replacement of one 1989 Jet Rodder Sewer Cleaning Truck (Unit No. 0549) manufactured by Vaccon. This is one (1) of three (3) Jet Rodder Sewer Cleaning Trucks assigned to this section. Truck No. 0549 is an economic burden to maintain and is extremely unreliable in supporting the regular daily and emergency requirements of the sewer program. During 1996, this unit was out of service approximately four months due to lengthy delays caused by slow delivery of replacement parts. Replacement parts for this unit are available exclusively from the manufacturer located in Florida. Notices inviting bids for a 1997 Jet Rodder Truck, Bid No F-97-13, were sent to twelve (12) vendors; five (5) sealed bids were received and were opened on January 9, 1997. SRECO Flexible Dieterich International Nixon.Egli Eqnipment Haaker Eqnipment Company Pasadena, CA Lima, Ohio San Bernardino, CA Santa Fe Springs, CA Pomona, CA $ 113,375.50 $ 115,160.00 $ 117,433.35 $ 118,130.70 $ 118,774.98 The cost and technical specifications of all bids were reviewed and the low bids of 3T Equipment and SRECO were found not to be acceptable. Both bidders proposed non-industrial rated equipment. The specifications required a corrosion resistant, steel 1,500 gallon water tank and a water pump capable of producing 100 gallons per minute. Both of the low bidders propose equipment utilizing substandard plastic water tanks and water pumps capable of only 67 gallons per minute. Past experience with plastic water tank equipped sewer cleaning equipment have not been positive and the 67 GPM pump does not adequately clean sewer lines. The bid submitted by Dieterich International of San Bernardino manufactured by "Vactor" was found to meet or exceed all items called for in the specification. Two Vactor units are presently in our fleet demonstrating satisfactory warranty service, good parts availability and the overall performance has been exceptional. Unit No. 0549 will be used as a backup unit if this purchase is authorized. It is recommended that the Mayor and Common Council authorize the Purchasing Manager to issue a purchase order for the amount of $117,433.35 to Dieterich International Truck Sales to purchase a 1997 International Vactor Jet Rodder Sewer Cleaning Truck. .~ s R.
