It is anticipated that the California Transportation Com- mission will program approximately $50 Million in the 1998 STIP for constructing soundwalls. Competition for these funds is expected to be vigorous. Caltrans has established a tiered priority rating system, with the highest level assigned to those projects with a 33% local funding commitment. Therefore in order to provide some relief from the intolerable noise levels, it is recommended that the City make a commitment to provide 33% of the cost, at such time as State funds may become available.
