Dept: FINANCE ORIGINAL Date: January 13, 1997 Synopsis of Previous Council action: 9/11/96 - The Economic Development Agency entered into agreement with the City to reimburse the City up to $30,000 for clerical, administrative and election services from the City Clerk's Office. Based on the amount of EDA reimbursement received in prior years, only $7 ,000 was budgeted as EDA reimburement for the City Clerk's services. However, due to the cost of Measure "Ell (Nov. 5, 1996 ballot measure related to the Mayor and veto power over the EDA Commission) EDA has increased the amount of reimbursement by $23,000. Recommended motion: That the Mayor and Common Council authorize the Director of Finance to amend the Fiscal Year 1996-1997 Budget to reflect a $23,000 increase in the City Clerk's budget for election costs, and a corresponding budget increase in the EDA revenue reimbursement account. ~4,/~~ S1gnature , Contact person: Barbara pachon. " STAFF REPORT BACKGROUND Measure "E", concerning the Mayor and veto power as head of the Economic Development Agency, was placed on the November 5, 1996 ballot. Because this election concerned an EDA issue, EDA will reimburse the City in the amount of $23,000. Attached is the City's Master Services Agreement (MSA) with EDA for services related to the City Clerk. Originally the amount of the MSA was anticipated to be $7,000, but due to Measure "E", the MSA has been increased by $23,000 (from $7,000 to $30,000). RECOMMENDATION That the Mayor and Common Council authorize the Finance Department to make the following amendments to the FY 1996-1997 budget to reflect the funding to be received from EDA for administrative and clerical costs incurred by the City Clerk's Office: Increase 001-000-4670 (revenue-EDA reimbursement) Increase 001-032-5505 (expenditure-elections ) $ 23,000 $ 23,000 FISCAL IMPACT TO CITY Because revenues and expenditures are being increased equally, the net effect of this transaction will have no fiscal impact on the City. -- --:J . , 0"- .<' . . CITY OF SAN BERNARDINO CITY CLERK'S OFFICE Rf:('f'!',';:r', /,., r~O E-' - ,1.- I,., '.'L t't'r MASTER SERVICES AGREEMENT with the CITY OF SA!'{ BERNARDINO ECONOMIC DEVELOPMENT AGENCY '96 SEP 11 P3 :12 The City of San Bernardino, City Clerk's Office, provides clerical and administrative support services to the City of San Bernardino, Economic Development Agency. This agreement is for Fiscal Year 1996/97; the term of the agreement is July 1, 1996 through June 30, 1997. At the commencement of the term of this agreement, the Economic Development Agency shall pay the City an amount of Thirty Thousand Dollars ($30,000) upon receipt of a statement prepared by the Finance Department upon submittal of a billing advice from the City Clerk. Payment is due within 30 days upon receipt of invoice. After 30 days, interest wiIJ be charged at the current LAIF rate. The clerical and administrative support services include, but are not limited to: 1. Recording minutes of closed sessions at meetings of the Mayor and Common Council, Community Development Commission, San Bernardino Associated Communities Financing Authority (SANBAC) , San Bernardino Park Acquisition Joint Powers Financing Authority (SANPAC), and the San Bernardino Joint Powers Financing Authority (JPFA). 2. Recording votes at meetings of the Mayor and Common Council, Community Development Commission, San Bernardino Associated Communities Financing Authority (SANBAC) , San Bernardino Park Acquisition Joint Powers Financing Authority (SANPAC), and the San Bernardino Joint Powers Financing Authority (JPFA). 3. Certifying and attesting to resolutions, agreements, and other legal documents generated by actions taken by the Mayor and Common Council, Community Development Commission, San Bernardino Associated Communities Financing Authority (SANBAC), San Bernardino Park Acquisition Joint Powers Financing Authority (SANP AC), and San Bernardino Joint Powers Financing Authority (JPFA). 7. Serving as Filing Officer to ensure compliance with the State of California, political Reform Act, Statement of Economic Interest provisions as they relate to employees of the Economic Development Agency, and citizens serving on commissionlboardslbureaus and committees associated with the Economic Development Agency. 8. Conducting research as needed. 9. Providing Economic Development Agency staff copies of Council agendas and backup material for all City Council meetings.
