Penman February 10, 1997 MEASURE S - REPORT BY CITY ATTORNEY Council Members and members of the public continue to raise questions regarding Measure S. This is the time to ask questions on the Measure S issue. Questions: 1. Does Mobile Home residency law (C.C. 798.49) apply permitting automatic pass-through of Measure S amounts to owners of mobile homes? 2. Can the Council extend Assessment District No. 994 without a vote of the people? 3. If Assessment District No. 994 goes to a vote, who gets to vote? Do mobile home owners get to vote?
