DescriDtionl Finance: Council Notes: Res 97- ,).3 75-0262 ~51q7 Agenda Item NO~ CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT On December 16, 1996, the Mayor and Council approved Resolution No. 96-381 which reflected changes to the City's Conflict of Interest Code relating to the requirement for filing of Statements of Economic Interests. Prior to January 1, 1997, those required to file a Statement of Economic Interests (SEI) were required to complete Form 721 or Form 730. The Fair Political Practices Commission has introduced a new Form 700 to replace Forms 721 and 730. As a result, all persons required to file an SEI will be using Form 700. Due to the new reporting schedules in Form 700, our existing Conflict of Interest Code must be amended to change the disclosure categories so that they will conform with the schedules in the new Form 700. Appendix A to the attached resolution lists the positions currently required to file an SEI. On page 5 of Appendix A, we have added positions in the Parks, Recreation and Community Services Department which will now be required to file an annual statement. Appendix A and Appendix B both reflect changes made to filing categories, so that they are consistent with the new forms. Attached is a description of the disclosure categories. Staff and I have worked with Senior Assistant City Attorney Huston Carlyle to incorporate all changes required as a result of new filing forms, and the City Attorney's Office has approved the revisions to the disclosure categories. SEI Form 700 is much more user-friendly than the previously used Forms 721 and 730. The City Clerk's Office will be holding training sessions in early March for all SEI filers. This training will be designed to explain the new forms and answer any questions related to filing requirements. By law, annual SEls must be filed no later than April 1.
