STAFF REPORT
BACKGROUND
The Risk Management Division is proposing the establishment of a part-time liability claims
specialist in an effort to improve service levels and reduce the cost of the City's liability claims
program.
The Risk Management Division self-administers the City's liability claims. The Division handles
approximately 400 third-party claims a year. These claims involve property damage and bodily
injury. Each claim requires a full investigation to determine responsibility, evaluation of the
damages, and when appropriate, negotiation of a fair and equitable settlement.
These responsibilities are currently handled by a full-time Liability Claims Specialist. The
recommended case load for one full-time position is 220-250 cases annually. The balance of the
City's cases have been handled under a contract arrangement. The contract requires the City
to pay for these services on a time and expense basis. The current rate is m an hour. The
total cost of these services for fiscal year 1995-96 was $54,000. The cost for these services for
fiscal year 1996-97 is projected to be $48,000.
The establishment of a part-time Liability Claims Specialist would allow the Risk Management
Division to terminate the contract arrangement, attract a viable candidate and receive the same
services at a significantly reduced cost.
COSTING
The proposed classification for a Part-Time Liability Claims Specialist is Range 1375, $2,881-
$3,502, with hourly steps of$16.62; $17.45; $18.32; $19.24; $20.20. The incumbent will work
20-25 hours per week.
The estimated annual cost for this position should not exceed .tll, resulting in a reduction
of $20,000 to $25,000 a year.

LIABILITY CLAIMS SPECIALIST
JOB DESCRIPTION
Under general supervision, performs journey-level claims
investigation and administration work for the City's self insured
and insurance programs; and performs related work as required.
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general
public ana city department staffs.
Performs a variety of administrative tasks in the City's self
insurance and insurance programs; investigates liability claims
that are filed against the city; recommends loss and expense
reserves; recommends settlement or rej ection of claims when
appropriate.
Maintains files and other records of all liability claims against
the city; represents the City in small claims court on contested
claims; maintains liaison with private investigators, claims
adjusters and defense attorneys; analyzes the City's loss
experience and makes recommendations to control losses. .
Investigates traffic collisions involving City vehicles or real
property; investigates the facts surrounding_ injuries to City
employees and citizens; recommends and initiates safety measures
and training programs-to achieve a reduction of accidents and other
losses.
Initiates subrogation when necessary; enters data into a computer
terminal; retrieves data from computer terminal in the form-
required by project; attends safety meetings; answers
interrogatories. .
Carries a pager and responds to emergency service calls on a 24
hour, 7 day week basis.
Routinely adheres to and maintains a positive attitude towards city
and Department goals; and performs related work as required.
MINIMUM OUALIFICATIONS
sixty semester units(90 quarter units) of COllege-level courses in
public or business administration or a closely related field; and
2 years of recent professional level experience performing
liability claims investigation and adjusting.
Possession of a valid Class "C" California Driver's License is
required.

ORGANIZATIONAL RELATIONSHIPS
The class of Liability Claims specialist is a professional
liability claim investigation class within the Risk Management
Division. Supervision is received from the Director of Risk
Management or the Director's designated supervisory employee.
