STAFF REPORT
It is requested that the Mayor and Common Council approve the
procurement of two (2) 3-Wheel utility Vehicles for the Facilities
Management Department. The Vehicle Replacement Fund provides for
the replacement of two (2) 1987 Cushman 3-Wheel utility Vehicles
assigned to the Parking Control section of the Facilities
Management Department. Both 3-Wheel utility Vehicles (0622 & 0623)
have over 60,000 miles and have become unreliable and an economic
burden to maintain.
Notices inviting bids for two (2) new 3-Wheel utility Vehicles, Bid
No. F-97-09-D, were sent to 23 vendors; one (1) bid was received
and opened on December 3, 1996. The results are as follows:

The cost and technical specifications of the bid was reviewed.
The bid of Franksons Inc. was found to be acceptable and met or
exceeded all items called for in the specification. Franksons
Inc.'s bid proposal provides for GO-4 3-Wheel vehicles equipped
with water cooled, gasoline powered engines. Similar vehicles were
purchased in 1993 and have proven, for parking enforcement, to be
superior to air cooled CUshman units. GO-4 units are preferred by
both the mechanics due to reliability factors and operators due to
operational ease and safety. Franksons Inc. is the Southern
California distributor for GO-4 units and in the opinion of the
Fleet and Purchasing Managers, their bid is competitive.
It is recommended that the Mayor and Common Council authorize the
Purchasing Manager to issue a purchase order for the amount of
$36,220.00 to Franksons Inc. to purchase two (2) new Go-4 Model BT-
57 3-Wheel utility vehicles.
