STAFF REPORT In February 1996, the City entered into a Master Services Agreement with the Inland Valley Development Agency (IVDA) for provision of caretaker services for the non-aviation portion of Norton Air Force Base. This agreement expired on January 1, 1997. On December 11, 1996, the IVDA took action to extend the term of the agreement for 31 days until January 31, 1997.
